About this opportunity
GSA is soliciting multiple awards for an Indefinite Delivery Indefinite Quantity (IDIQ) contract providing general construction services in the D.C. Metro area, with proposals due November 4 at 4:00 PM Eastern Time. This is a Total Small Business Set-Aside with Reserves allocated for 8(a), HUBZone, Women-Owned Small Business, and Service Disabled Veteran Owned Small Business.
Place of performance includes Washington, D.C., Arlington County, Fairfax County, Loudoun County, and the independent cities of Alexandria, Fairfax, and Falls Church in Virginia, plus Montgomery County and Prince George's County in Maryland. The geographic scope may expand to additional Virginia and Maryland counties at GSA's discretion.
Scope encompasses comprehensive general construction, repair, alteration, and modernization services for existing federally owned and leased real property facilities, including office construction and renovations, mechanical/electrical/plumbing repairs and modifications, fire sprinkler systems work, sitework, exterior repairs, demolition with hazardous materials abatement, elevator modernization, and work in sensitive environments including laboratories, SCIFs, and high-security data centers. The General Contractor serves as single point of responsibility for supervising, administering, coordinating, and contracting all management, labor, materials, equipment, and construction activities.
Contract period runs from February 1, 2027 through January 31, 2032 (one-year base plus four optional one-year periods). The cumulative maximum ordering limit across all awardees is $500 million. Individual task orders typically range from $350,000 to $10 million, though orders outside this range may be issued. A guaranteed minimum of $2,500 applies to each awardee for the initial ordering period. Pricing is firm-fixed-price based on contractor-submitted markup percentages, escalation rates, and labor rates that become maximum ceiling rates for all future task orders; contractors may discount these rates at the task order level.
NAICS code 236220 (Commercial and Institutional Building Construction); PSC code Z2AA (Repair or Alteration of Office Buildings). Small business size standard is $45 million. Insurance requirements include minimum $2 million Employers' Liability, $5 million General Liability, and $1 million / $2.5 million Auto Liability. Evidence of $1 million bonding capacity per project is required at proposal; performance and payment bonds will be required at task order level. Buy American requirements apply to construction materials, with waivers available for foreign materials determined unreasonable in cost or unavailable domestically.
Offerors must submit separate technical and price proposals in PDF format. Technical proposals must include up to five relevant projects completed within the past six years (projects must be discrete, substantially completed within six years of the proposal due date, constitute general construction services, and have construction cost at award between $350,000 and $10 million); past performance questionnaires completed by clients or final CPARS evaluations for each project; GSA Form 527 (Contractor's Qualifications and Financial Information); socioeconomic designations; and representations and certifications via SAM.gov. Price proposals must include completed SF 1442 and Excel Price Offer Sheet with fully-loaded hourly rates for eight supervision labor categories (Project Manager, Superintendent, Project Engineer, Scheduler, Quality Control Manager, Field Engineer, Safety Manager/Officer, and Cost Estimator), home office overhead percentage, profit percentage, bonds and insurance percentage, and annual escalation rate.
Evaluation criteria include prior experience on relevant projects, company qualifications and financial capacity, technical approach, pricing, socioeconomic status, and joint venture or teaming arrangements. Non-price factors combined are significantly more important than cost. Highest Technically Rated award methodology applies with Fair and Reasonable Price. All task orders will provide fair opportunity in accordance with FAR 16.507-2 to all awardees, unless an exemption applies under FAR 16.507-6.
A pre-proposal conference was held October 6 at 10:00 AM Eastern Time. The solicitation has been amended seven times since original issuance on September 25. Amendment 007 (October 14) extended the proposal deadline from October 29 to November 4 and included government responses clarifying that supervision labor category rates are inclusive ceiling rates with no additional markups permitted and that proposed bonds and insurance percentages are contractual ceilings applicable to all task orders. Offerors must acknowledge all amendments with their proposals. Contracting Officer Jay Oxenberg; jay.oxenberg@gsa.gov; 215-847-8103.
