About this file

This document is Amendment 007 to Solicitation 47PH5226R0003, issued by GSA PBS OAM Centralized Acquisition Services Division on October 14, 2026, extending the proposal due date to Wednesday, November 4, 2026 at 4:00 PM Eastern Time. The amendment includes RFIs and government responses addressing clarifications on pricing methodology, labor rate ceilings, bonding requirements, past performance documentation, joint venture qualifications, and socioeconomic designations. Key clarifications confirm that supervision labor category rates on the Excel Price Offer Sheet are inclusive ceiling rates with no additional markups permitted; proposed bonds and insurance percentages are contractual ceilings applicable to all task orders; and offerors must acknowledge all amendments with their proposals.

The solicitation establishes an IDIQ contract for construction services with a task order value range of $2 to $10 million, geographic focus on the Washington DC metropolitan area (DC, Arlington County, Fairfax County, Loudoun County, Montgomery County, and Prince George's County), and performance period of five years. Evaluation includes six factors: prior experience on relevant projects ($2-$10M range, six-year recency requirement), company qualifications and financial capacity, technical approach, pricing (with proposed labor rates becoming contractual ceilings), socioeconomic status (small business, HUBZone, WOSB, SDVOSB eligibility), and joint venture/teaming arrangements. Proposals require separate technical and price PDFs, GSA Form 527, completed representations and certifications, past performance questionnaires or CPARS evaluations, and evidence of $1 million bonding capacity per project, with no specific email subject line requirements and allowance for multiple submission emails if received by deadline.
