About this file
This is an Excel Price Offer Sheet template with completion instructions for an IDIQ contract solicitation.
Offerors must populate exactly twelve yellow-highlighted cells to submit their pricing proposal. These cells include three markup rates: Home Office Overhead (B7), Profit (B8), and Bonds and Insurance (B12); eight labor rates for specific labor categories (C16 through C23); and one annual escalation rate (B27). The sheet automatically calculates the Total Evaluated Price in Cell D30, which offerors must transfer to Block 17 of Form 1442. All proposed markup percentages and labor rates, if accepted, become contractually binding ceiling rates on all task orders issued under the resulting IDIQ contract. The pricing template uses standardized General Conditions and Cost of Work amounts based on averages from competitive proposals to enable meaningful price evaluation across all offerors; these baseline amounts are not awarded amounts. Labor hours shown do not reflect actual task order effort but are standardized for evaluation purposes. Offerors must submit a price for each labor category or face disqualification. The sheet automatically escalates option year labor rates based on the proposed annual escalation rate and calculates the Maximum Task Order Modification Markup in cell F12 in accordance with GSAR 552.243-71. Contractors may lower any markup or rate at the task order level, and all task orders must be determined fair and reasonable. The completed Excel Price Offer Sheet must be downloaded as a PDF and submitted with the completed Form 1442 as part of the price proposal. A minimum guarantee of $2,500.00 applies to awarded contracts.

Explanation of the Sheet and Supplementary Pricing Terms and Conditions:
Only populate/edit the cells highlighted in yellow, which are B7, B8, B12, B27, and C16 through C23. All other cells are locked and may not be edited or altered. Do not attempt to edit/alter any other cells.
The General Conditions amount (C2) and Cost of Work amount (C3) are based on the averages of competitive proposals received for a real task order and represent one kind of typical task order(size/complexity/scope) that will be issued against the resulting IDIQ contract. The total direct cost (C5) represents a fair and reasonable cost of a typical requirement. These amounts are being used amongst all offerors, to extend the proposed markups and labor rates into a meaningful price evaluation. Do not attempt to alter those cells. None of those amounts in C2, C3, and C5 are being awarded with the contract. In terms of pricing to be awarded, only the proposed mark-up percentages and Labor Rates will be awarded, along with a minimum guarantee of $2,500.00.
The Labor Hours that are shown (Cells B16-23) do not reflect the actual effort required of any typical task order. The number of hours are being used for all offerors, and utilized to extend offerors proposed markups and labor rates for meaningful price evaluation purposes. Do not attempt to alter those cells.
An individual may perform multiple roles on any given task order; however for price evaluation, a price shall be submitted for each labor category. If an offeror fails to submit a price for each labor category, their offer will be disqualified.
The Offer Sheet will autocalculate/autopopulate option year labor rate escalations for option years in column G through N.
Based on your proposed Overhead and Profit rates that you entered, your Maximum Task Order Modification Markup (on Tier 1 and 2 Subcontractor direct costs) will autocalculate in cell F12. This maximum modification mark-up is IAW GSAR 552.243-71 Equitable Adjustments, and applies to all future task order modifications. Do not attempt to alter F12. It will autocalculate.
All proposed mark-up and labor rates, if accepted, will become contractually binding ceiling rates on all task orders issued under the contract. Contractors may choose to lower any mark-up or rate at the task order level. The Government reserves the right to negotiate at the task order level. All Task orders must be determined to be fair and reasonable.
The proposed base year labor rates are the rates offerors enter on the sheet in the yellow cells , and the proposed option year labor rates are autocalculated and shown in columns G, I, K,& M.
Offerors are responsible for checking and ensuring the accuracy of data entered and appearing within your submitted Excel Price Offer Sheet.
