About this file

This is Amendment 006 to Solicitation 47PH5226R0003, issued by PBS OAM Centralized Acquisition Services Division on October 9, 2026, with an effective date matching the original solicitation date of September 25, 2026. The amendment does not extend the hour and date specified for receipt of offers. Offerors must acknowledge receipt of this amendment prior to the submission deadline by completing items 8 and 15 and returning copies of the amendment, acknowledging receipt on each copy of the offer submitted, or by separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt at the designated place prior to the specified hour and date may result in rejection of the offer.

The amendment addresses RFIs and Government Responses, encouraging offerors to review existing RFI responses prior to formulating and submitting new RFIs. Questions 57 through 72 clarify submission requirements and contractual matters, including: Past Performance Questionnaires or final CPARS evaluations are required (interim CPARS evaluations are not acceptable); formatting requirements and proposal organization guidance; labor category pricing requirements; dual-hat position flexibility within the constraint that prices must be submitted for each labor category; and confirmation that the minimum guarantee will be awarded with the base contract rather than as a separate task order. All other terms and conditions of the referenced solicitation remain unchanged and in full force and effect. Contractors are not required to sign this document and return copies to the issuing office.

Amendment 006 Question # Question Government Response

57 Regarding Factor 2 – Past Performance on Relevant Contracts, the solicitation states that offerors must submit either a Past Performance Questionnaire (PPQ) or a final CPARS evaluation for each project submitted under Factor 1 – Prior Experience on Relevant Projects. For projects that have reached substantial completion with beneficial occupancy but have not yet received a final CPARS evaluation, will the Government accept an interim CPARS evaluation reflecting 95% completion in lieu of a final CPARS for purposes of satisfying the Factor 2 - Past Performance on Relevant Projects submission requirements?

No. See RFI 16 and government response. Only Past Performance Questionnaires (PPQ) (included in the solicitation as Attachment A), completed by the applicable client, OR a final CPARS evaluation, for each project included in its proposal, is acceptable.

58 We reviewed RFI 16 and understand that a final CPAR is requested. Our project reference will not complete a PPQ because an interim CPAR has already been issued for this project. We are awaiting the final CPAR but do not know when the government expects to issue

it. In the meantime, we respectfully request that the government consider an interim CPAR only when evaluating substantially complete projects. Please advise if additional information would support that consideration

The requirement for a completed PPQ or final CPARS remains unchanged.

Only Past Performance Questionnaires (PPQ) (included in the solicitation as Attachment A), completed by the applicable client, OR a final CPARS evaluation, for each project included in its proposal, is acceptable.

59 Are there any margin and / or font formatting requirements, i.e., minimum font of 10-point Times New Roman for text and minimum 8-point Arial for graphics/tables?

Refer to response to RFI 12.

60 Please provide the adjectival ratings that the Source Selection Authority will use to develop the master technical ranking list.

Refer to response to RFI 9.

61 Confirm that a Cover, Cover Letter, Table of Contents, and Glossary of Acronyms/Abbreviations are all allowed and do not count against page limitations.

Refer to response to RFI 12.

62 Refer to responses to RFI's 35 & 49. Itis up to offerors how they choose to respond to the questions contained in Attachment B.

Refer to responses to RFI's 11, 35, and 37

63 Is there a maximum file size allowed for proposal submission via email?

Refer to response to RFI 5

64 Are the Reps and Certs and GSA Form 527 files to be submitted as separate standalone PDF documents/volumes or should they be included in Volume 1 or 2? Please advise.

Refer to response to RFI 27

65 The RFP states, “While the Government may consider the prior experience of managers, key personnel or other affiliates playing a significant role in contract performance, the total number of projects submitted is limited as stated above.

The offeror may submit no more than five (5) projects for the prime contractor team as a whole.” Would the Government please confirm the Offeror may include prime contract past performance/prior experience of an affiliate company as submitted past performance/prior experience references? If yes, is there any specific backup documentation or narrative required if doing so, such as teaming agreement or demonstration of how the resources of the affiliate will meaningfully contribute to the performance of the opportunity?

Refer to Refer to responses to RFI's 18, 35, 37, & 49.

66 For the Project Engineer and Field Engineer positions: Are these two employees members of the GC staff or do they work for the Architectural/Engineering Firm who is a subcontractor to the Prime Contractor?

Offerors are responsible for how they wish to classify the contractual labor categories as they relate to the legal entity who is submitting the proposal. The Labor Categories are contractual requirements. As stated in the Excel Price Ofer Sheet Instructions, "An individual may perform multiple roles on any given task order;

however for price evaluation, a price shall be submitted for each labor category. If an offeror fails to submit a price for each labor category, their offer will be disqualified."

67 If the Project Engineer and Field Engineers are members of the GC staff; what are the education and/or experience requirement?

There are no education and experience requirements. But see "Rate Definitions/Instructions" TAB of the Excel Price Offer sheet.

68 Is the Safety Manager/Officer a stand-alone position?

As stated in the Excel Price Ofer Sheet Instructions, "An individual may perform multiple roles on any given task order; however for price evaluation, a price shall be submitted for each labor category. If an offeror fails to submit a price for each labor category, their offer will be disqualified."

69 Is the Safety Manager/Officer allowed to be a dual hat position, and if so, to which other position of the GC’s staff may they dual hat?

As stated in the Excel Price Ofer Sheet Instructions, "An individual may perform multiple roles on any given task order; however for price evaluation, a price shall be submitted for each labor category. If an offeror fails to submit a price for each labor category, their offer will be disqualified."

70 Is the QCM a standalone position; or are they allowed to dual hat?

As stated in the Excel Price Ofer Sheet Instructions, "An individual may perform multiple roles on any given task order; however for price evaluation, a price shall be submitted for each labor category. If an offeror fails to submit a price for each labor category, their offer will be disqualified."

71 Is the Superintendent a stand-alone position or are they allowed to dual hat?

As stated in the Excel Price Ofer Sheet Instructions, "An individual may perform multiple roles on any given task order; however for price evaluation, a price shall be submitted for each labor category. If an offeror fails to submit a price for each labor category, their offer will be disqualified."

72 Will the Government issue a separate task order for the minimum guarantee at the end of the initial base period?

No, the minimum guarantee will be awarded with the base contract.
