The procurement is 100% small business set-aside under NAICS 236220.
Place of performance is Charlotte, NC 28208. The contract is firm fixed-price, awarded to the lowest responsive and responsible bidder. The scope includes demolition, new facility construction, a 60-foot radio tower with six antennas, a pedestrian bridge, site and utility work, and functional spaces comprising offices, briefing rooms, administrative areas, armory, storage, communications rooms, mechanical and electrical utility rooms, and latrine facilities. The facility must comply with DoD antiterrorism and force protection requirements and include an arms vault, weapons storage area, Base Defense Operations Center with standby generator and redundant power, and 35 tons of air conditioning.
The contract contains four contract line items: base bid for primary construction, plus three additive/deductive options for a prefabricated pedestrian bridge, folding partitions in training rooms, and millwork lockers. Award may be on all or some line items. The period of performance is 360 calendar days following Notice to Proceed, issued after approval of performance and payment bonds. Government estimate is between $5 million and $10 million. A bid bond equal to 20% of bid price or $3 million, whichever is less, is required. Davis-Bacon prevailing wage rates (General Decision NC20260008 for Mecklenburg County) apply. Liquidated damages are $851.73 total ($153 one-time legal fee plus $698.73 daily rate).
Site visit occurred June 2 at 9:00 AM EST. Questions were due June 12. Bid opening passes are due August 10 at 10:00 AM EDT. All potential bidders must register in SAM and maintain current representations and certifications. Electronic signatures and mechanically-applied or printed dates are acceptable per DoD Deviation 2020-O0016.
The solicitation has been amended six times (Amendments 0001–0006 issued May 28 through July 31, 2026) to extend deadlines, incorporate addenda addressing underground electrical distribution, telecommunications outside plant infrastructure, plumbing specifications, drawing revisions removing the carport and updating tower specifications, and final Questions & Answers addressing 87 industry inquiries. Offerors must acknowledge receipt of all amendments prior to bid deadline or face rejection. Construction power and potable water will be government-provided.
