About this file
This is a Project Specification Manual (Volume 2) serving as an attachment to an Invitation for Bid (IFB) for construction of a 145th Security Forces Building by the North Carolina Army National Guard.
The solicitation (W50S87-26-A002) establishes critical procedural requirements and deadlines for bidders. Site visits are scheduled for June 2 at 9:00 AM EST, with passes required by May 28 at 10:00 AM EST. Written questions must be submitted by June 12 at 10:00 AM EST, and passes for bid opening are due July 2 at 10:00 AM EST. All bidders must be registered in the GSA System for Award Management (SAM) database and submit representations and certifications through that platform. Complete bid packages must include the executed Offer on Standard Form 1442, Section 00 10 00 Bid Schedule with all line items priced, a bid bond on SF 24 form, and Section 00 45 00 Representations and Certifications with any additional certifications required by the solicitation. Electronic signatures and dates are permitted per DoD Deviation 2020-O0016. Facsimile and electronic bid submission are not authorized; bids must be submitted in physical form. This specification manual attachment provides the technical requirements and detailed construction specifications necessary for bidders to prepare their proposals for this military construction project.
