1. From the pre-bid conference and site visit meeting minutes, it was clarified that the contract will be awarded based on the lowest bidder on the prioritized list of options. What is the prioritized list of bid options? Is the list of priority Option 0002, then Option 0003, then Option 0004?
a. GOV RESPONSE: Yes, 2-4 is the prioritized list. CLIN 0001 is considered the base bid with CLINs 0002, 0003 and 0004 being considered the additive/deductive CLINs. The low bidder will be awarded in accordance with the procedures of DFARS 252.236-7007.
2. There are multiple long lead items that may cause schedule impacts. Would these be able to be submitted and approved prior to receiving a Construction NTP? Given the complexity of the project, is 360 calendar days a firm requirement, or could additional days for the period of performance be granted?
a. GOV RESPONSE: Yes, this is the typical, identify long lead up front then we would coordinate the NTP. Typically schedule relief to the 360 POP is awarded if the contractor identified constraints or long lead items in a reasonable timeframe.
3. The site civil drawings show a ROHN SSV self-supporting tower as Basis of Design, with foundations to be designed by the manufacturer. Is the radio tower included in CLIN 0001 Base Bid scope? Are there any specifications applicable to this tower?

81. Is the contractor required to furnish and install new generator for this project?
a. GOV RESPONSE: yes
82. With the elevator travel being 14’ 0”, is the owner willing to consider a hydraulic elevator? Note that with the low overhead (13’ 5”), the machine room-less traction elevator will have to be of a proprietary design.
The intent of the spec appears to be that the owner wants non-proprietary equipment.
i. GOV RESPONSE: An independent elevator contractor should be able to build the package using non-proprietary parts as well to fit within the space provided in the drawings.
83. It doesn’t show a duct bank for the new MV transformer or where it gets fed from and wire size? Also looking at the spec it shows MV cable but not the pad mount transformer so maybe also ask the size and spec for that transformer as well.
i. GOV RESPONSE In a forthcoming addendum, the new transformer shall be sized and feed. The intent is to reuse existing sectionalizer distribution point to connect to the existing building 1 primary loop. A new sectionalizer is not required or part of scope of work.
84. The exterior stair on the building is labeled as stainless, while the remainder of the exterior rails are called out as galvanized steel. I want to confirm that the stair and walkway are indeed intended to be stainless construction.
i. GOV RESPONSE All exterior stairs/railings are to be stainless construction, included railings associated with OLI #1
85. Additionally, please confirm whether the stair treads are the same ADA metal grating specified for the walkway.
i. GOV RESPONSE all of the exterior grating is specified in the Stair spec.
86. Can you please provide CAD files for this project?
i. GOV RESPONSE: CAD will be given after award
87. I was reviewing the plans and specifications and learned that the specifications for the fire alarm system are included; however, the access control and video surveillance systems devices are not included in the scope of potential GC bidders, just showing rough-in work in the plans. The said scope work, i.e. access control system and video surveillance devices will be sourced by the owner directly. Is that right understanding? Would you mind sharing the contact to reach out?
i. GOV RESPONSE: Yes, that is correct understanding. If contact is needed during construction, Security Forces will provide.
