About this opportunity

The Department of State Office of Acquisition Management seeks consolidated receiving point (CRP) services for receipt, inspection, inventorying, hazardous material identification, consolidation, deconsolidation, export packing, temporary storage, and delivery of U.S. Government-owned furniture, furnishings, commissary items, supplies, vehicles, equipment, and household effects for Foreign Service Posts and U.S. Government employees in the Seattle and Tacoma, Washington commercial port area, with proposals due August 19, 2026 at 12:00 PM EDT. This is a 100% small business set-aside.

Place of performance must be within a 30-mile commute of the USPS office in Tacoma, Washington (1102 A Street, Tacoma, WA 98402). The contractor's warehouse facility must be constructed of brick, cinderblock, concrete, steel, or concrete floors as mandatory minimums due to earthquake considerations. Services operate Monday through Friday, 8:30 AM to 4:30 PM, excluding federal holidays, with 30 days of free temporary storage included. The contractor must maintain a Warehouse Management System, ensure ISPM-15 compliance for wooden shipping containers, and obtain Moderate Risk Public Trust clearances for assigned personnel. Service Contract Labor Standards per Department of Labor Wage Determination 2015-5535 Revision 28 apply; prevailing wage rates in King and Snohomish Counties range from $17.88 to $57.00 per hour depending on occupation, plus health and welfare coverage of $5.55 per hour. The NAICS code is 493110, General Warehousing and Storage; PSC is S215, Housekeeping–Warehousing/Storage.

The contract is firm-fixed-price, indefinite delivery/indefinite quantity, with a one-year base period and four one-year option periods (December 1, 2026 through November 30, 2031). Minimum contract value is $10,000 for the base period. Award will be made on best value using trade-off analysis, evaluating four technical factors (Facilities, Management Control System, Technical Experience, and Past Performance) against pricing. Past performance is rated Acceptable or Unacceptable; technical ratings are Exceptional, Very Good, Satisfactory, or Unsatisfactory. Factors 1 and 2, Factors 1 and 3, and Factors 2 and 3 combined are considered more important than price. Offerors must submit four past performance references from customers served within the past five years and provide current financial statements upon request. Prices must be valid for a minimum of 120 days. Amendment 0002 (July 30, 2026) incorporates Questions and Answers and clarifies that offerors may propose facilities "to be leased" rather than fully operational at proposal time, with pre-award site visits to occur following award.
