About this file

This is a Questions and Answers document for Solicitation 19AQMM26R0343 Amendment 002, issued by the Department of State (DOS) for a small business set-aside contract. The document addresses 13 clarifying questions submitted by prospective offerors regarding various aspects of the solicitation.

Key clarifications include: the revised proposal due date of August 19, 2026 (not 2027); replacement of Dun and Bradstreet/DUNS number requirements with Unique Entity Identification (UEI) numbers registered on SAM.gov; and confirmation that this is not a labor hour contract. For pricing, the solicitation covers multiple Contract Line Items (CLINs) including CLIN 008 (Hazardous Material Processing) billed per request for classification using boxing orders; CLIN 009 used for third-party hazardous material pass-through charges; and CLIN 011 (storage) billed based on cube at time of receipt with a 30-day free storage period beginning on actual receipt date at the contractor facility, with partial months billed at 1/30th per calendar day. Regarding facility requirements, construction materials (brick, cinderblock, concrete, steel, concrete floors) in Section H.012 are confirmed as mandatory minimums due to earthquake considerations. Pre-award site visits will occur as soon as possible following award, and offerors may have facilities "to be leased" rather than fully operational at proposal time. An Exceptional evaluation rating under Factor 3.G is available to offerors with DOS experience in other locations who have secured a Seattle/Tacoma area facility available for pre-award inspection, not limited to those currently operating in that specific geographic area. The contract is confirmed as a 100% small business set-aside.

Solicitation 19AQMM26R0343 Amendment 002 – Questions and Answers Document

No. Question Page Section Answer

1 Section L.5 states proposals are due 12:00 pm EDT on August 19, 2027. Please confirm the correct proposal due date.

Page #

Section L.5 Revised: AUGUST 19, 2026 is the correct closing date. Updated in Amendment 002.

2. The solicitation requests a Dun and Bradstreet report. In 2022, the federal government stopped using the Dun and Bradstreet and DUNS number to uniquely identify entities. Please confirm, the solicitation should be requesting a Unique Entity Identification (UEI) number in lieu of a Dun and Bradstreet report or DUNS number.

Section L.7 Updated to UEI – SAM.gov in Amendment 002.

3 Can the Government provide a tab with the same template for all offerors to use to propose labor rates for proposed staff by

CLIN?

Section B This is not a Labor Hour type of contract. Revised language in Volume II – Pricing.

4 CLIN 008 (Hazardous Material Processing) is UOM EA.

Please define what constitutes one “EA” (per item, per shipment, per DG declaration, per receipt, per work order, etc.).

Section B CLIN008 - each request for classification. We normally use a boxing order.

5 CLIN 008 includes language: “If a contractor will use a third party vendor for hazardous materials processing the charges should be assessed under CLIN 7.” Please clarify the Government’s intent:

*Should third-party HAZMAT costs be included in CLIN 008 unit price, *Billed under CLIN 009 as a pass-through, *Or treated as part of CLIN 007 (and if so, how when CLIN 007 is not ordered)?

Section B CLIN008 - CLIN009 is used for the pass through

6 For CLIN 011 billing, please confirm what cube must be used:

*Cube at time of receipt, *Cube after export packing, *Cube of the shipping unit (liftvan/container), *Or actual space occupied while stored.

Section B CLIN011 - cube at time of receipt

7 Section B/CLIN 011 and Attachment B CLIN 011 state storage beyond free time is “in excess of 30 calendar days,” and partial months bill at 1/30th per day. Please confirm:

*The 30-day clock begins on the actual date of receipt at the contractor facility (per ILMS receipt-date requirement), and

*“per day” for 1/30th billing is calendar day.

Section B CLIN011 - actual date of receipt

8 Construction material requirement—mandatory vs.

preferred: Section H.012 states the facility “is to have” brick/cinderblock/concrete/steel with concrete floors, while Section M describes these as “preferred.” Please confirm whether these are mandatory minimum requirements or evaluation preferences.

Page 25 Section H.012

H012 - given the earthquake possibility I recommend mandatory minimum.

9 Site visit / pre-award survey logistics: L.4 states a pre-award survey will be conducted and inadequacy results in rejection.

Please clarify:

Anticipated timing window for site visits.

Solicitation 19AQMM26R0343 Amendment 002 – Questions and Answers Document

Whether the facility must be fully under lease at proposal time, versus “to be leased.”

What documentation DOS expects to validate “continuing right of use” (lease term, options, landlord letter

10 Factor 3.F requires Offerors to submit a plan for timely, coordinated staffing, training, and administrative support, and states that the contractor's facility must be equipped and ready to receive and ship government freight within 30 days of contract award.

Factor 3.G requires Offerors to describe their experience providing drayage and delivery services in and around the Port of Seattle and Tacoma, WA.

The adjectival rating guidance further indicates that only Offerors with a modern warehouse facility they currently operate and utilize can receive an Exceptional rating.

Please clarify:

Is an Exceptional rating limited to Offerors who currently operate an active facility in and around the Port of Seattle and Tacoma, WA? Or may an Offeror who has performed the same scope of work for DOS in other locations, and who has secured a facility in the Seattle/Tacoma area (available for pre-award inspection) but has not yet operated from that specific site, also be eligible for an Exceptional rating?

We kindly request that DOS clarify or revise the solicitation language to ensure the evaluation criteria are unambiguous and do not unduly restrict the field of competition

Page 57 Section L.8 3.G - Question 1 - No; Question 2 - Yes;

11 In reading the solicitation there are two items listed, 52.219-6 and 52.219-8 that I cannot find an explanation for. These are SBA requirements.

Please see Revised B 003 – Type of Contract.

12 The later says deviation? Please provide an explanation. Deviation is addition or update to the FAR per https://www.acquisition.gov/

1.401 Definition.

13 Is this contract now not a SBA set aside? The RFP is 100% Set Aside for Small Business.
