About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the U.S. Department of State for Solicitation Number 19AQMM26R0343, effective July 20, 2026. The amendment adds details to FAR 52.216-19 Order Limitations and revises Attachment B Section B Pricing (Rev 1), with all other terms and conditions remaining unchanged.
The solicitation is for a firm-fixed-price, indefinite delivery/indefinite quantity (IDIQ) contract to provide Consolidated Receiving Point (CRP) services at the Seattle/Tacoma, Washington commercial port area. Services required include receipt, inspection, inventorying, hazardous material identification, consolidation, deconsolidation, export packing, temporary storage, and delivery to pier for U.S. Government-owned furniture, furnishings, commissary items, supplies, equipment, vehicles, and household effects belonging to U.S. Government employees. The contractor's facility must be located within a 30-mile commute of the USPS office in Tacoma, Washington (1102 A Street, Tacoma, WA 98402). The contract includes a one-year base period and four one-year option periods, with performance running from December 1, 2026 through November 30, 2031. Work is to be performed during standard hours (8:30 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays). Pricing is structured around cubic meter units with estimated quantities provided for the 12-month period, and rates are to be pro-rated based on actual weights and measurements. The Government intends to make one award on a best-value basis using trade-off analysis between technical factors (Facilities, Management Control System, Technical Experience, and Past Performance) and price. Proposals are due by August 19, 2027, with submission via email in two separate attachments (technical proposal and price proposal with completed Attachment B in Microsoft Excel). The contract involves significant compliance requirements including Service Contract Labor Standards, security clearances (Moderate Risk Public Trust), quality assurance surveillance, insurance coverage ($3,000,000 maximum liability for freight loss/damage), and detailed administrative reporting including bi-weekly operational summaries and annual wall-to-wall inventory.

A. Except as otherwise provided in this Contract, the Contractor shall be required to receive and handle all shipments of U.S.
Government property and household effects delivered to the Contractor's facility by carriers or vendors during normal working hours.
Normal working hours as defined by this contract cannot begin later than 8:30 a.m. nor end before 4:30 p.m. Monday through Friday;
these hours may, of course, begin earlier and extend later in the day at the discretion of the contractor. The contractor shall not be entitled to any additional consideration for extending their work hours. Normal working hours must be clearly posted and be common knowledge to truckers and other delivering carriers. Immediately upon receipt of such shipments, the Contractor shall inspect the shipment and if the wrappings or cartons are damaged. The Contractor is to refuse obviously damaged freight. The carrier's delivery ticket shall be so noted to provide a basis of claim against the carrier if a more detailed inspection reveals loss or damage. In case of loss and/or damage, the Contractor shall notify the U.S. Despatch Agent and the delivering carrier. When the articles are in good condition, they shall be replaced in their original cartons and resealed. Where damage or shortage is found, the Contractor shall notify the delivering carrier, and the U.S. Despatch Agent to make arrangements for repair or replacement. The Contractor shall also submit to the U.S. Despatch Agent within twenty-four (24) hours following discovery, a detailed written report indicating the type and extent of the damage or shortage found, the source of supply, the name of the delivering carrier, the date of receipt, and the requisition and/or purchase order identification.
B. The Contractor is to refuse any shipments that cannot be identified as U.S. Government property under this contract. Prior to refusing any shipment(s) of U.S. Government property being delivered by carriers or vendors for any reason(s) whatsoever, the Contractor must contact the U.S. Despatch Agent by telephone and advise him of the situation and reason(s) for refusing the shipment(s). A writ- ten report must follow within 48 hours giving all the details and reasons for refusal. If the Despatch Agent authorizes refusal by tele- phone, this must be indicated in the written report. If a shipment is refused due to the inability of the Contractor to either unload the vehicle and/or have sufficient warehouse space to store the item(s), the Contractor will be liable for any resulting redelivery charge. If the Contractor has valid reasons for refusing the shipment(s), then the Contractor may be relieved by the U.S. Despatch Agent from paying redelivery and storage charges.
