About this opportunity
The United States Holocaust Memorial Museum is soliciting quotations for maintenance and repair services on retractable security bollards, active vehicle barriers, and security gates, with quotations due December 1, 2026. Per the RFQ attachment, questions are due November 19, 2026. The procurement carries no set-aside.
Work is performed at the USHMM main facility in Washington, DC 20024 and at the Shapell Collections, Conservation and Research Center in Bowie, Maryland. A mandatory site visit is scheduled for November 16, 2026 at 10:00 AM EST. The contractor provides all labor and materials for quarterly preventive maintenance per manufacturer specifications, plus emergency service and repairs. Covered equipment includes three RSS-2000 electric wedge barriers on the 14th and 15th street ramps, two Array RSS 4000 electric bollard sets requiring annual full pull-ups, two sets of electric vehicle gates at USHMM, two Nastaka electric plate barriers at SCCRC, and two Liftmaster sliding vehicle gates with Hercules operators at SCCRC. The contractor must respond to emergency calls within four hours and begin additional repairs within 24 hours. Same-day repairs are required only if materials need not be ordered and costs do not exceed $3,000.
The contract is a firm-fixed-price commercial acquisition under FAR Part 12 with a base year and four one-year option years, totaling 60 months. The Museum holds unilateral extension rights exercisable with 30 days' written notice. Performance and payment bonds are not required. Offerors must be registered in SAM. Drivers and operators must hold valid state and local licenses and are verified against a COR-maintained employee list before property access. Personnel requiring museum badges or access to sensitive information must complete a Suitability Determination and an FBI fingerprint check through OPM. Subcontractors require COR approval, and the contractor bears full responsibility for damage to Museum property.
Evaluation uses three factors: technical approach, past performance, and price. Non-price factors are significantly more important than price. Past performance covers up to three relevant projects, each with agency contact information, period of performance, dollar value, and contract number and type. The technical approach must demonstrate comprehensive understanding of mechanical, hydraulic, pneumatic, and electromechanical security barrier systems. Offers must remain firm for 60 calendar days from the submission deadline. Submissions go by email to Contracting Officer James Wesley at jwesley@ushmm.org.
