About this file
This is a procedural reference guide issued by the United States Capitol Police establishing vehicle delivery procedures for Capitol Grounds, effective May 1, 2008.
The Off-site Delivery Center (OSDC) at 4700 Shepherd Parkway operates Monday through Friday, 0500-1400 hours, and is closed weekends and holidays. All vehicles must be inspected at OSDC prior to delivery on Capitol Grounds, and delivery information must be provided to OSDC before arrival. Road restrictions apply to vehicles exceeding 1.25 ton capacity or those with more than two axles, including recreational and agricultural vehicles. Specific delivery access points are designated for different Capitol locations: Capitol/Capitol Visitor Center enters at NJ Avenue & C Street NW (M-F 0700-1500), House Office Buildings at Delaware Avenue SW (M-F 0500-1900), Senate Office Buildings at D Street Tunnel NE (M-F 0500-2000), and Supreme Court/Library of Congress in the 100 blocks of 2nd Street NE and SE. For exceptions and after-hours deliveries, prior approval must be obtained through the House/Senate Sergeant at Arms, Architect of the Capitol, USCP Special Events (202-224-8891), USCP Construction Security Division (202-593-7053), or USCP Command Center (202-224-0908). Exception examples include time-sensitive deliveries and those containing perishable materials such as concrete or asphalt. After standard operating hours, prohibited vehicles must respond to 3rd & Maryland SW for inspection and escort, while non-prohibited vehicles may be inspected at their pre-approved destinations. The Botanic Garden requires notification to Special Events and Capitol Division prior to scheduled delivery, with all vehicles inspected by USCP K-9 at 3rd & Maryland Avenue SW before proceeding to the loading dock.
