About this file
This is Amendment A0003 to Solicitation AOCSSB26Q0067 issued by the Architect of the Capitol (AOC), Design and Construction Acquisition Division, effective August 26, 2026.
The amendment documents a site visit conducted on August 26, 2026, with an attached list of attendees, and incorporates questions and answers received prior to the submission deadline. The amendment confirms that the receipt date for offers remains unchanged. The solicitation concerns Conservatory Doors at the Botanical Gardens and requires contractors to provide maintenance and repair services for automatic sliding doors, swing doors, and monumental doors. Monthly preventive maintenance (PM) pricing must include all labor and materials for routine maintenance and replacement of high-wear items within specified annual limits. For major repairs or infrequent component replacements outside the PM scope, contractors must provide unit-cost pricing on a bid sheet for non-routine repairs. Emergency service coverage is mandated 365 days per year between 6:30 a.m. and 9:30 p.m., with a four-hour response requirement for qualified AAADM-certified technicians; calls after 9:30 p.m. may be deferred until 6:00 a.m.–6:30 a.m. the following day. Within 30 calendar days of contract award, contractors must submit a complete door inventory diagram and condition assessment for each door. The procurement is not a small business set-aside; market research determined insufficient small businesses capable of independently performing the work to meet the two-firm requirement under FAR 19.502-2(b).

Questions/ Reponses / Comments / Clarifications Conservatory Doors Botanical Gardens
1. For the emergency repairs and the 4 hour timeframe. So, we could get a call as late as
9:30pm that we need to show up in 4 hours?
Per PWS Section 5.4 – Emergency Service Requirements, emergency service coverage is required 365 days per year between 6:30am and 9:30pm. Any emergency call received within that window requires a qualified AAADM-certified technician to arrive on-site within four (4) hours.
For emergency calls received after 9:30pm, the Government will allow arrival the following morning at 6:00am–6:30am, with the expectation that the issue is made safe and resolved prior to public opening at 10:00am. Note: Although there are exceptions with extended hours during busy holiday, special events, or summer periods, the Conservatory is generally only open to the Public from 10am-5pm every day and calls after 5pm are rare.
2. You are asking for a flat fee per quarterly and monthly maintenance. Is that just for the service call and then any repairs that are needed would be at the labor rate below it on the pricing sheet and then any parts are priced separately and approved as needed. (ie.
basically a time and materials) once the service is complete?
The Government will issue a clarification/update to the PWS/SOW (see attached “SOW updated). In summary:
Automatic Sliding Doors & Swing Doors (Section 5.1):
The monthly PM price shall include all labor and materials required for routine preventive maintenance and replacement of high-wear items and designated key components. These items are included with no annual limits for high-wear items and with annual limits for designated key parts listed in the PWS.
This structure supports the requirement for zero-fail operation of critical public-access sliding door systems.
Monumental Doors (Section 5.2):
The monthly PM price shall include labor and materials for preventive maintenance and replacement of high-wear items and designated key components (per the PWS annual limits).
For major repairs or infrequent component replacements (e.g., closer assemblies, pivots beyond annual limits), the Government will provide a Bid Sheet in the solicitation for contractors to price unit costs (labor and materials combined). These unit prices will be used for non-routine repairs outside the PM scope.
So yes, repairs outside the routine PM scope are ordered using unit-cost line items rather than time & materials.
3. Then, related, all of the parts starting on line 13/ you would like us price ahead of time so you have an idea of what the cost of replacing those would be?
Correct. As described above in Response #2, Offerors shall provide unit pricing for the parts and assemblies listed in the Bid Sheet (formerly “line 13”). This allows the Government to understand cost impacts for non-routine repair needs and ensures consistent pricing throughout the contract period.
4. Then, section 6.7 of the SOW relates to the above questions. Can you elaborate on your expectations? Meaning, if you agree with #2 then it sounds like as long as we do the assessment in within 30 days we can satisfy 6.7 as well
Yes. Section 6.7 requires the Contractor to update the full door inventory diagram and submit a complete Condition Assessment for each door within 30 calendar days of contract award.
This deliverable is separate from PM pricing but supports the Government’s ability to plan long-term repairs and validate asset conditions. As long as the contractor performs the required assessment and submits the deliverables within the 30-day requirement, Section 6.7 is satisfied.
5. Why is this not a set aside?
The AOC generally sets aside requirements projected to fall under the simplified acquisition threshold, which does not apply to this requirement.
And after reviewing past procurement history, market research, and recent vendor interest, we determined that continuing the set-aside would not be appropriate.
As part of our market research for this procurement, we did not identify a sufficient number of responsible small-business firms capable of performing the requirement independently. Under FAR 19.502-2(b), a set-aside may only be applied when there is a reasonable expectation that offers will be received from at least two small businesses capable of performing the work at a fair market price. Based on the information available, that standard was not met for this cycle.
