About this opportunity

The United States Holocaust Memorial Museum (USHMM) seeks a contractor to provide combined building operations, maintenance, and electrical support services for its Washington, DC metro area facilities, including the Museum building, Ross Administrative Center, Office Suite at Portals III, and the Shapell Center in Bowie, Maryland. The contractor must maintain 24/7 uninterrupted utilities and environmental conditioning while protecting artifacts and ensuring visitor and staff safety through the highest standards of facility operations and repair. Key qualifications include the ability to manage complex HVAC and electrical systems, maintain a Computerized Maintenance Management System (CMMS), staff the contract with qualified Operating/Repairing Engineers, and demonstrate understanding of the scope and capacity to meet the contract requirements. Evaluation will prioritize technical factors including the contractor's understanding of scope, capacity to staff the contract, staff qualifications, and past performance, with these factors considered more important than price. Critical deadlines include the mandatory site visit on October 28, 2025, questions due by November 3, 2025, and proposals due by December 10, 2025, with an estimated contract award date of January 6, 2026.

This solicitation has no small business set-aside and is being conducted as an open competition. The incumbent contractor is EMCOR Government Services, with personnel currently covered by two collective bargaining agreements: International Brotherhood of Electrical Workers Local 26 (effective through May 31, 2027) and International Union of Operating Engineers Local 99 (effective through December 31, 2025, with a new agreement running through December 31, 2028). The base contract period runs from February 1, 2026, through September 30, 2026, with four option periods extending the potential contract term through January 31, 2031, for a total possible duration of sixty months. The contract will be firm-fixed price with reimbursable rates for emergency and extended services, though specific budget values are not disclosed in the solicitation materials. The contractor will manage operations across four primary facilities with substantial equipment infrastructure, including multiple chillers, air handling units, boilers, cooling towers, emergency generators, and complex mechanical and electrical systems, with performance to be maintained across the Washington, DC metro area.
