About this file
This document is a comprehensive Questions and Answers (Q&A) file for a Request for Proposal (RFP) 95476725R1010 issued by the United States Holocaust Memorial Museum (USHMM) for Operations, Maintenance, and Electrical Support Services. The solicitation covers facility operations and maintenance for multiple locations including the Museum campus, Ross Administrative Center, Shapell Center, and Portals III suite, with a base period starting February 1, 2026 and a 45-day transition phase.
Key details include a new requirement consolidating previous contracts, with EMCOR Government Services as the incumbent contractor. The contract requires the contractor to provide comprehensive operations and maintenance services, including maintaining building systems, providing a Computerized Maintenance Management System (CMMS), and staffing positions like Operator/Repairer Engineers. The Museum will provide tools, supplies, and materials, while the contractor is responsible for personal protective equipment, uniforms, and specific staffing requirements. The solicitation involves multiple technical evaluation criteria, with no small business set-aside, and covers a range of facilities maintenance tasks across different buildings. The contract includes options for additional services like a Facility Logistics Coordinator and spans multiple option periods through January 31, 2031.

Question Number Question USHMM Response
1 Is the solicitation a new requirement set by the government or is this a contract currently being performed that the government is renewing. If this is a renewal, do you have the contract number associated with the old contract?
This is a new requirement that includes requirements previously performed under two contracts but does not replicate those contracts. There are new requirements as well as changes to existing requirements in this RFP.
2 I'm reaching out regarding the solicited requirement referenced in the subject line. In one of the Collective Bargaining Agreements, the contract numbers 954767-20-C-0205 and AC-9531-18-0025. Are these the incumbent contract? I tried searching for them in FDPS and USASpending but could not find them. Is the typical data for them published elsewhere?
These are the incumbents contract numbers. The Museum does not publish data to FPDS. Note that AC-9531-18-0025 was not a federally funded contract.
3 I am requesting the value of the incumbent contracts mentioned: 954767-20-C-0205 and AC-9531-18-0025.
Additionally, this seems to just be a consolidation of the previous contracts. Is that correct or are there drastic changes between the scope of this requirement and the incumbents? Is the current project progressing satisfactorily as well?
The current value of contract 954767-20-C-0205 including options, amendments and extentions is $6,646,242.23. The current value of AC- 9531-18-0025 including options, amendments and extensions is $5,655,964.02. Please see the answer to Question 1 for response to other questions.
4 Concluding the site visit for Solicitation - 95476725R1010 may we formally request the sign in sheet ? The Museum will not be providing a copy of the sign in sheet. As a reminder it was a mandatory requirement that Offerors attend both site visit locations in order to be eligible to submit a proposal.
5 Can Past Performance citations be used for a Parent company? If an Offeror provides past performance citations for a parent company or any corporate affiliate and seeks to attribute the past performance of that affiliate to the offeror, the Offeror must provide a factual basis showing the planned relationship between the companies on the future contract.
6 Will the Government be providing all materials supplies for the contract? Yes, the government will provide all tools, parts, supplies, and materials except for personal tools, person specific PPE including NFPA 70E required PPE (arc flash), uniforms, and cell phones (and related supplies and services) for contractor staff
7 Will the Government have in place and be paying for all the subcontract agreements for water treatment, chillers, Fire Alarm, etc.?
Yes. Please see provided list of third party contracts.
8 For the contractor provided CMMS system, is the Government looking for one view license to be assigned to them to share or multiple? If more than one, how many?
As the details of access and licenses differ based on the CMMS program being used, please include the cost of one license in the base pricing and provide optional pricing for each additional license.
9 The RFP requirement calls for an initial building operating plan (L.0.7.1.g). Since the BOP requires some very specific information such as start up and shut down times, will you clarify what bidders must provide?
Understanding that specific information about the operations paramaters for Museum facilities is not available, bidders should provide a draft building operating plan that demonstrates their understanding of the requirements and their approach to operations and maintenance of Museum facilities.
10 Will the contractor be responsible for the oversight, coordination, and performance of government retained subcontractors? If so, can the client specify the service/equipment covered and the anticipated contract expiration dates? Furthermore, are there any specialty maintenance subcontracts (e.g., for BAS, Chillers, Vertical Transportation, or Fire Systems) that the Government currently does not have in place, and is the responsibility of the contractor to obtain and include the cost in the Firm Fixed Price?
The contractor is not responsible for the performance of third party contractors. The contractor is not responsible for obtaining any third party contracts and including them in the firm fixed price. In the course of their work, contractor employees may be required to escort third party contractors working in the building, provide required information, request parking, and schedule and coordinate their work so it does not conflict with operations or other work being performed. Please see provided list of third party contracts.
11 Regarding the Building Operating Plan (BOP) requirement (C.5), can the Government provide a copy of the existing BOP and/or other existing documents?
No.
12 Are there designated exhibit blackout periods or restricted times during which maintenance activities must be limited or scheduled differently?
Planned and preventive maintenance must be scheduled so as not to affect public and staff operations. Any work that may result in a fire alarm or other disruption should be scheduled outside of these hours.
13 Are there special work protocols for restricted or high sensitivity areas? Escorts may be required in security areas and other sensistive spaces.
14 Will the contractor be responsible for the oversight, coordination, and performance of government retained subcontractors?
See question 10.
15 Can USHMM confirm whether the contractor is responsible for systems within tenant/leased spaces at Portals
III, or only Museum-controlled systems?
The contractor will perform preventive maintenance and repairs on two air handlers providing supplemental cooling, two Liebert machines, a UPS, above building standard light fixtures, garbage disposals (3), hot and cold water dispensers, systems furniture, lighting, furniture, and other Museum office equipment.
16 Can the Contract Manager and Project Manager roles be combined if the same individual meets both qualification requirements and availability standards?
Yes.
17 Is the contractor allowed to use their own CMMS platform, provided it meets data-sharing and access requirements, or must USHMM’s system be used?
The Museum does not currently have a CMMS system. The contractor will be required to provide the system.
18 Should preventive maintenance be performed per manufacturer’s recommendations, GSA PBS O&M standards (2018), or whichever is more stringent?
Whichever is more stringent. In some cases, the Museum may have more stringent requirements that will be put in place.
19 Are any existing service contracts (elevators, fire protection, pest control, water treatment, etc.) retained by USHMM or transferred to the contractor?
All service contracts are maintained by the Museum.
20 For covered union positions, should overtime and holiday rates follow the CBAs exactly, or the contractor’s proposed fully burdened rate tables?
If the Offeror is proposing a covered union position in response to this solicitation then overtime and holiday rates should adhere to the requirements of the CBA and applicable federal labor laws.
21 Can the government provide copy of current equipment inventory? Please see building specific equipment lists provided as attachments. These lists are not intended to be exhaustive.
22 Can the government provide last 2 years work order history? The government does not have an active work order system and this information is not available.

24 The PWS states the Contractor “provides all software and licenses” but does not specify whether existing USHMM asset/work-order data must be migrated or if any cybersecurity compliance (FedRAMP / NIST 800-53 Moderate) applies to hosted solutions.
There is no existing data to migrate. If a hosted solution is proposed, FEDRAMP is optional and NIST 800-53 Moderate is required.
25 PWS states “Government shall furnish all tools, parts, supplies, and materials” but also that the Contractor must “maintain a sufficient inventory.” Clarify whether consumables (filters, belts, lubricants) and PPE are government-furnished or contractor-purchased.
Consumables are government provided but the contractor is required to monitor and maintain sufficient inventories and submit order requests for additional stock items as needed for approval and purchase by the Museum.
Contractor staff general PPE will be provided by the government. PPE specific to individuals shall be provided byt the contractor (ie, protective footwear, prescription safety glasses, arcflash protection).
26 Clarify who performs required environmental testing (water sampling, fuel tank tightness, refrigerant leak logs, PCB/lead/asbestos testing). PWS references EPA/OSHA standards but not contractual responsibility.
Domestic water sampling handled is by a third party contractor, boiler water at the Shapell Center is tested by the O&M contractor, Chiller water at the Shapell Center and the Museum is tested by a third party contractor but the logs of the daily reports are maintained by the O&M contractor. The Fuel tank tightness equipment is maintained by a third party contractor but the checks of the system are logged by the O&M contractor; the refrigerant leak monitor is inspected and maintained by a third party contractor but the logs are maintained by the O&M contractor. Any needed PCB/lead/asbestos testing would be handled by a third party contractor.
27 The PWS notes reporting of tests and certifications in CMMS but never specifies whether the Contractor performs fire alarm/sprinkler/pump ITM or only documents results from others.
Weekly fire pump tests are performed and documented by the O&M contractor. Fire alarm, sprinkler and fire pump tests are performed by a third party contractor. The O&M contractor would be responsible for documenting the tests by third parties in the CMMS system.
28 Access protocols, hours of coverage, and badge/security clearance rules for the leased Portals III suite are not defined. Please define.
Badged contractor staff will be provided a fob for access to the Portals.
Access to the Portals with the fob and Museum badge is available 24/7/365.
29 Clarify whether routine maintenance in ACM/PACM areas (e.g., ceiling repairs, pipe insulation) falls under base scope and if staff need AHERA awareness training or 3rd-party abatement support.
There is no required routine maintenance in the ACM areas that would disturb ACM. Third party support would be provided if needed.
30 PWS forbids contractor-provided hardware on internal networks but allows proprietary systems on “guest networks.” Confirm whether BAS monitoring must interface with Museum network or stay isolated.
BAS monitoring is accomplished on the Museum's Facilities network using Museum provided computers.
31 Clarify required review/approval frequency of the QCP—annual, semi-annual, or “as directed.” Annually.
32 Clarify whether coordination with “other contractors” (e.g., custodial, exhibit, IT vendors) is included in base scope or treated as reimbursable admin support.
Coordination with other contractors is part of the daily work requirement and in the base scope.
33 PWS emphasizes sustainability but omits baseline metrics, reporting frequency, or data format. The Museum does not currently have required energy tracking metrics or deliverables but is committed to initiatives to conserve electricity and water as possible.
34 During the site visit, we identified 4-5K sqft with assocaited materials - are these owned by the government or the contractor?

101 1. RFP Section G.2 CONTRACTOR REPRESENTATIVES states: “Contractor shall designate as Key Personnel a contract manager and a project manager (the main onsite point of contact for USHMM) for the Contract.”
However, PWS Section C.4.1.1.1 only mentions a Contract Project Manager.
Please clarify whether a Contract Manager AND a Project Manager are required, or if only a Contract Project Manager is required.
The contract manager shall be the Offeror's point of contact for issues related to any future contract. The project manager is a requirement of the PWS. For clarity the wording in Section C 4.1.1.1 Contractor Key Personnel of the PWS has been revised to change references to Contract Project Manager to Project Manager
102 RFP Section G.2.2.1 states: “Contractor shall include the subcontractor(s) and key personnel to be assigned under this Agreement those persons listed below: (Offerors shall provide this information in their technical proposal, and such list shall be treated as though reproduced below.)”
Should Offerors include the required subcontractor information in the Management Plan, Section e. List of Subcontractors?
Yes
103 Same RFP Reference:
Should Offerors include the names of Key Personnel, Labor Category, and Qualifications in the Management Plan, Section d. Resumes?

104 RFP Section L.08.3 Contract Administration Information states: “Offerors shall complete all applicable blanks on the cover and throughout section G of this RFP and by signature to the RFP cover affirm all acceptable contractual language;”
If the information required in G.2.2.1 is to be placed in the Management Plan, what information from Section G should be included in the Business Proposal, Section L.08.3? Only the requirement in G.2.1 General?
Please clarify.
Section L.08.3 is deleted and removed.
105 What is the difference between RFP Section L.07 #2b and #2c? 2.b includes the 3-5 most relevant past performance examples including the information requesting 2.b.i-viii. 2.c is a comprehensive list of contracts for similar efforts completed in the last 5 years.

107 Reference states: "One Operator/Repairer Engineer must be onsite and on duty (or able to respond) at all times."
What work hours are considered "at all times?"
24/7, 365
108 RFP, Section K.01: ANNUAL REPRESENTATIONS AND CERTIFICATIONS states: “Offerors verify by submission of their proposal and incorporation in their proposal by reference as of the date of the proposal that the representations and certifications currently posted electronically have been entered or updated within the last 12 months, are current, accurate, complete, and applicable to this RFP.”
Where should this certification reference be placed in the proposal?
Please include this in your business proposal.
109 Are any of the positions in PWS Section C.4.1.2 considered Key Personnel? Required Key Personnel for this contract are the contract manager and the project manager.
110 RFP Section M.2.5 states that “Contractor’s references” will be part of the evaluation criteria for the Technical Proposal.
However, nowhere in Section L.07.2 Past Performance are Contractors required to provide phone numbers, emails, addresses, etc. for Contractor References.
How will the Museum evaluate our references?
Section L.07 of the solicitation has been amended to clarify that a telephone number and email address must be provided for each contact person.
111 Ms. Brosius stated during the site tour that there are government employees currently on-site performing work in addition to staff employed by the incumbent O&M contractor, and that those positions they are currently fulfilling could eventually become Contractor-provided positions.
For the new contract, will these positions remain Government employees?
Bidders are required to propose staffing to fulfill the requirements of the PWS without taking any government employees into consideration.
112 If so, what scope/workload in this RFP will they be performing? Will Contractors not be required to perform that scope?
N/A The Museum is looking to partner with an O&M contractor to provide a complete solution for the onsite staffing and operations and maintenance of the Museum facilities. The O&M contractor is responsible for proposing and implementing a staffing plan that meets the Museum’s requirements, covers the operational requirements 24/7/365, and accomplishes preventive, response, and demand maintenance of the Museum which is open to the public 363 days of the year and other Museum facilities. The Contractor shall provide management, supervision, and labor required for the safe, efficient, effective, economical, and satisfactory operation, maintenance, and repair (deficiency items that are within the skill set of the on-duty staff to correct, and are normally accomplished as part of the annual operation and maintenance funds) and preventive maintenance of equipment and systems located within USHMM properties as outlined below and further described in the PWS. The Museum will maintain third party contractors for services beyond this contract. In the course of their work, contractor employees may be required to escort third party contractors working in the building, provide required information, request parking, and schedule and coordinate their work so it does not conflict with operations or other work being performed.
113 If not, should the contractor bid these positions and if so, how many positions? Bidders are required to propose staffing to fulfill the requirements of the PWS without taking any government employees into consideration.
114 Since there are two CBAs provided in the solicitation, assuming a contractor is required to bid these positions that Government employees currently hold, which CBA classification(s) should be proposed so we are clear on wages, roles, responsibilities, qualifications, experience, and licensing/certifications?
Bidders are required to propose staffing to fulfill the requirements of the PWS without taking any government employees into consideration.
115 C.4.1.1.1 Contractor Key Personnel requires a Contract Project Manager with an option to fill the role with an onsite working Supervisor or Team Lead. There are no supervisory positions in the CBAs and a “manager” requirement cannot be filled by a member of a collective bargaining agreement per labor law.
Please clarify the intent of these two positions and the specific requirements and expectations for key personnel.
Please see question 103.
116 Due to the sensitive nature of the USHMM facilities and the information stored therein (e.g., safety and environmental tests, certifications, permits, procedures, etc.), as well as the requirement in PWS section C.4.3 that states, “The data in the CMMS and other records remain the property of the Museum,” is the contractor required to provide a CMMS that is certified and fully compliant with the security requirements of FedRAMP (Federal Risk and Authorization Management Program) to safeguard USHMM’s information for the tenure of the contract term and thereafter?
If a hosted solution is proposed, FEDRAMP is optional and NIST 800-53 Moderate is required.
117 Does the Government have an aerial and/or scissor lift in the GFE for Contractor use? Yes, as long as contractors' staff is properly trained and the contractor has a signed waiver of liability on file.
118 If an aerial and/or scissor lift is needed in the performance of this contract, will this be provided by or reimbursed by the Government?
Yes, as long as contractors' staff is properly trained and the contractor has a signed waiver of liability on file.
