About this opportunity
The Department of the Navy Naval Facilities Engineering Command seeks replacement of HVAC chiller units across seven buildings at Camp Lejeune, North Carolina, with proposals due September 11, 2026, at 2:00 PM EST. This is a total small business set-aside restricted to three pre-selected Mechanical MACC contractors: Mechworks Mechanical Contractors, Inc., North State Mechanical, Inc., and R&W Construction Company, Inc.
Place of performance is Camp Lejeune, NC. The work involves installation of new chillers at Buildings FC230 (40 tons), FC400 (90 tons), 58 (75 tons), 205 (55 tons), Building 213 (55 tons), Building 323 (75 tons), and Building 914 (35 tons), with all chilled water piping and strainers cleaned prior to installation per hydronic cleaning procedures. Chillers must include 10-year parts, labor, and refrigerant warranties, factory-installed water strainers, 20-amp GFCI outlets, and protective heat trace for evaporators and exposed piping. Condenser fan motors must include variable frequency drives optimized for efficiency. Condenser coils must feature flexible cationic epoxy polymer e-coat with 0.6–1.2 mils dry film thickness meeting ASTM B3359 5B cross-hatch adhesion, 10,000+ hours salt spray resistance per ASTM B117, and 2K polyurethane black topcoat. All work must be completed within 540 days of award with the facility remaining operational; work is prohibited June through August. A mandatory site visit is scheduled for August 19, 2026, at 9:00 AM. Liquidated damages are assessed at $880 per calendar day for schedule delays. The estimated cost range is $1,000,000 to $5,000,000. Award will be made to the lowest-priced responsive offer on a mandatory ELIN 0001 (Building FC230) with optional ELINs 0002–0007. Bid and payment bonds are required for proposals of $35,000 or more. The project is subject to Davis-Bacon wage determinations, Buy American requirements, and Executive Orders 13706 and 13658.
