About this opportunity
The Department of the Navy, Naval Facilities Engineering Command, through its ROICC Camp Lejeune area of responsibility, is soliciting proposals for replacement of water source heat pump systems at Buildings SH50 and HP259 at Marine Corps Base Camp Lejeune, North Carolina, with proposals due November 19, 2026. The Set Aside line reads Total Small Business, and submission is further limited to Mechanical MACC contractors listed on the General Requirements cover page.
Award goes to the lowest-priced offer. Offers must price both Exhibit Line Items: ELIN 0001 covers Building SH50 and ELIN 0002 covers Building HP259. Offers that omit either line item are rejected as non-responsive. The Government adds both ELINs for evaluation, and evaluation does not obligate the Government to exercise any options. The Government may award ELIN 0001 at the proposed price within 120 days after contract award, with no economic price adjustment. Each ELIN must include overhead, labor burden, and profit. The attached RFP summary cites an estimated value of $1,000,000 to $5,000,000 and a 180-day completion timeline.
SH50 requires removal and certified off-site disposal of nine water-to-air heat pumps, one water-to-water heat pump, one air handling unit, and two pumps, followed by installation of a ground-coupled closed-loop system with 22 wells at 200 feet, BACnet MSTP integration, and anti-terrorism force protection emergency shutdown with hardwired interlocks. HP259 requires replacement of a 20-ton split-system air handling unit and matching condensing unit with an electronically commutated motor and refrigerant compatible with R-454B or R-32. Both projects require testing and balancing by an independent certified agency and government-provided portable heat pumps for temporary conditioning. SH50 remains occupied throughout the work, and tenants receive two weeks' notice before work begins.
HP259 work inside the building, excluding the mechanical room, must occur outside weekday hours of 0800 to 1630. Power outages require scheduling on weekends or outside normal hours with five business days' advance notice, and utility shutdowns require 14 days' written notice. Base access requires DBIDS credentials or daily passes. Personnel must complete 3R UXO awareness training, and work must comply with EM 385-1-1. The SH50 superintendent requires at least 10 years of construction experience, including at least 5 years as superintendent. The contractor submits a Primavera P6 critical path baseline schedule within 30 days of award, submits technical documents through eCMS, and submits invoices through WAWF.
Davis-Bacon wage rates apply under General Decision NC20260010, effective July 28, 2026, for Onslow County. Liquidated damages are $488.21 per calendar day. Bond requirements scale with proposal value: no bonds for proposals under $35,000, payment bonds only for $35,000 to $149,999, and bid, payment, and performance bonds for $150,000 and above, with bid bonds at 20% of the proposal amount.
