This solicitation seeks proposals for the CEMACC II IDIQ construction contract to provide maintenance, repair, alteration and new construction services at Robins Air Force Base. The Department of the Air Force Materiel Command Lifecycle Management Center is procuring these services to support various real property facilities at Robins AFB. The contract has a one year base period with four one-year options and an estimated maximum value of $95 million to be awarded across multiple contracts. Proposals will be evaluated based on total evaluated price. This is a restricted acquisition only open to SDVOSB firms registered in SAM.
The solicitation is set aside for SDVOSBs with a size standard of $36.5M according to NAICS code 236220. The incumbent CEMACC contract has awarded over $46 million in task orders over two years. Individual task orders will typically range from $250,000 to $3 million for a period of performance of one year, though higher or lower values may be considered. The place of performance will be at various facilities located at Robins AFB in Warner Robins, Georgia. Multiple awards are anticipated with the potential total contract value distributed among awardees not to exceed $95 million.

This RESTRICTED ACQUISITION is set -aside for SDVOSB firms. The Associated NAICS codes 236220 and the size standard is 36.5M in accordance with FAR 4.1102 and DFARS 252-204-7004, Alternate A, System for Award Management (SAM) the contractor must be registered in SAM prior to award. Offeror may obtain information on registration at https://www.sam.gov. Additionally, prime contractors must be U.S. owned entities.
CEMACC II is an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for design-build and design-bid-build construction projects, which are specific to RAFB, and applicable to individual task orders. Work will consist of a broad range of maintenance, repair, alteration and /or new construction work on various real property facilities. Type of work the contractor can expect (not inclusive): new construction of buildings and structures; alteration, restoration, and repair of buildings, structures, roads, airfields, grounds, roofs; specialty construction; utilities; and miscellaneous services including remediation/hazardous waste removal (i.e. asbestos, lead paint etc.). Contractor efforts may also include design/build from concept to 100% design. The contractor shall provide all material, equipment, labor and general conditions to accomplish the work required for each individual Task Order.
Contract POP: 1 year basic contract with four (4) annual options.
The estimated magnitude of the entire CEMACC is NTE $95 million maximum. The value of individual Task Orders is typically $250k to $3,000,000. However, there is potential for task orders to be more or less than this range.
The government anticipates multiple awards to be awarded against this IFB.

2. There is no fee for this solicitation.
3. Please pay particular attention to the new CEMACC II Statement of Work, Sections L & M of the IFB as they contain changes from the previous CEMACC contract competed in the past. This acquisition will be utilizing the Total Evaluated Price (TEP) sealed bidding procedures IAW Far Part 14.
4. Contractors shall be capable of securing bid bonding in the amount of $3.8M. Additionally, Performance and Payment Bonds shall be required up to the full amount of individual Task Orders when the TO is valued over $35,000.00.
5. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts.
Agencies also shall not consent to subcontract with these contractors.
