RFI #5
1. Upon further study of the drawings will the contractors be responsible for the removal and reinstallation of the air socks located inside the mechanical chase where the scaffolding is to be erected? I know this is a relatively small thing, but in the end could have an affect if they are damaged upon removal and would require replacement.
Answer: The contractor needs to plan on removing, storing and reinstalling the duct socks.
Prior to removal, all existing rips, tears, etc. will be documented with the Govt. inspector. Any sock sections damaged after work has started will be replaced by the contractor at no additional cost to the Govt.
2. During the visit, and upon inspection of the site it was made apparent that the only way to access the work area was upon the removal of the Air supply louvers located in the paint area of building 38. Will these be removed by the facilities personnel or are they to be removed by the contractor for access to the work area?
Answer: The contractor needs to plan on removing, storing and reinstalling the louvers. Prior to removal, all existing damage will be documented with the Govt. inspector. Any louvers damaged after work has started will be replaced by the contractor at no additional cost to the Govt.
3. I wanted to verify that all of the work for the Scaffolding install is to be located inside the mechanical space between the paint and blasting sides of building 38? As this area is limited access due to the walls and only one minimal sized access point located in the ceiling on the exterior of the building between the two cells.
Answer: The scope of the work is as outlined in the specifications. There is work to be performed for the mezzanine access in the paint side. In addition, the lights in the mezzanine area need to be circuited to the existing panelboard. The paint side will be shut down, so you can erect any temporary scaffolding in that area as necessary for the install. We do not specify means and methods – that is your call.
4. Can the driveway in front of the building be used for staging/laydown during the project?
Answer: The contractor may use the majority of the driveway apron outside of Building 38 for laydown area. If more is needed by the contractor, that may be coordinated through contracting and the user as needed.
5. Please provide any existing hazardous material reports for the Facility and any Safety Data Sheets for the products used in the materials processes in the Paint and Blast Rooms.
Answer: The blast bay does have hazardous materials, but the contractor will not be performing work inside the blast bay. The blast bay is exhausted and the mezzanine area/paint bay are pressurized. Because of this, there should be no contamination in the work area (mezzanine area/paint bay).
6. Please clarify if contractor will be required to perform hazardous material testing to identify any hazardous materials present that could be disturbed by project construction activities. Please confirm that if hazardous materials are present that any cleanup or abatement will be handled via contract modification.
Answer: The contractor will not be required to perform hazardous material testing. See response above.
