SUMMARY OF WORK
1. PART 1 – GENERAL
1.1 SUMMARY
Description: The Civil Engineer Multiple Award Construction Contract II (CEMACC II) is an indefinite delivery-indefinite quantity (IDIQ) contract whose requirements will be competed among a pool of multiple awardees. Work will be defined in individual Task Orders and may consist of multiple disciplines in general construction categories. It may involve design services for all aspects of general construction including construction, modifications, and renovations of existing facilities.
Work may include but is not limited to: maintenance, repair, alteration, mechanical, electrical, heating/air conditioning, demolition, painting, asbestos remediation, paving, and earth work for industrial/office buildings and/or infrastructure. The contractor will furnish all design, labor, equipment, material, manufactured articles, transportation, supervision, and all else necessary to accomplish the design and/or repair/construction of each Task Orders written under this CEMACC II for all work that is defined for each project. Work will be accomplished at Robins AFB, GA.
Task Orders will be completed as required per CEMACC II specifications, referenced documents, and as identified on any attached Task Orders project documents as applicable.
1.1.1 Definitions:
1.1.1.1 Contracting Officer: The Contracting Officer refers to a person with the authority to enter into, administer, change and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the contracting officer.
1.1.1.2 Contracting Officer’s Technical Representative (COTR): The 78th Civil Engineer or his authorized representative is designated as the COTR (Construction Manager), for the purpose of technical surveillance and evaluation of the work performed under this contract. This designation in no way authorizes anyone other than the Contracting Officer to commit the Government to changes in the terms of the contract.
1.1.1.3 Contract Clauses: Where Special Clauses or General Provisions are referred to in the specifications, reference should be to Contract Clauses.
1.1.1.4 Task Order (TO): An order placed against an established contract, which may contain the general requirements and parameters of a proposed project. Included with the TO may be a Statement of Work or Statement of Objectives that define specific technical requirements for the project. May also include information such as budget limitations, design certifications and drawings required to be prepared by the contractor.
1.1.1.5 Statement of Work (SOW): Written descriptions documenting work required by each Government TO. May be provided by the Government or prepared by the Contractor, depending on the individual TO. Included in the SOW are the specific technical requirements for the project.
1.1.1.6 Statement of Objectives (SOO): The initial document, with drawings where
Summary of Work 01 11 00 - 3 applicable, provided to the Contractor by the Government outlining the overall performance objectives to be completed. It is used in solicitations when the Government intends to provide the maximum flexibility to each offeror to propose an innovative approach.
1.1.1.7 Professional Certification: The process of affixing a Registered Architect/Engineer’s seal to a drawing or design document to indicate that the work to which it is affixed has been performed by a person licensed as a Registered Architect/Engineer, in that area of expertise, in the state of Georgia.
1.1.1.8 Color Board: A visual presentation consisting of samples of the various finishes, grouped together based on location within the project. Samples will be of adequate size to show the full pattern, texture, and color of each item.
1.1.1.9 Designer of Record (DOR): The individual accountable for specific portions of the design documents. Where professional certification is required for the design, the DOR would be the individual providing certification for that portion of the design (i.e.: Architectural, Civil, Structural, Plumbing, Mechanical or Electrical).
1.1.1.10 Direct Design Cost: This cost includes direct engineering design time used to create drawings and specifications for the project. This is sometimes referred to as Title 1b services.
1.1.1.11 Indirect Design Cost: This cost includes AE site visits and site investigations, processing CE Dig Permit and/or Utility Outage request, obtaining RAFB access badge, obtaining Industrial and/or Flightline driver’s training class (approx. 8 hours), obtaining RAFB Badge and Industrial and/or Flightline access and/or driver’s license badge, topographic surveying on site, soil boring samples, ground penetrating radar (GPR) scanning, “potholing utilizing compressed air only” to verify vertical depth of all existing underground utilities, Utility Outage and water flow testing of existing fire hydrants, and meetings with base personnel during design of project.
Typically, this may require multiple on-site visits; however, if additional on-site visits are necessary to complete project design requirements, this will be at no additional cost to the government after contract award.
1.2 LOCATION: The project sites are located at Robins AFB, Georgia.
1.2.1 Robins Air Force Base (RAFB) is located approximately twenty-five (25) miles south of Macon, GA along the eastern border of State Route 247. The specific project location on RAFB will be indicated in the individual TOs.
1.3 DESCRIPTION OF WORK
1.3.1 SCOPE OF WORK: The scope will include the following descriptions.
1.3.1.1 The scope of work for each project will include all requirements defined herein as well as all work identified in the subject TOs.
1.3.1.2 The CEMACC II will be utilized to execute a broad range of maintenance, repair and minor construction projects on real property at sites noted in paragraph 1.2 “Locations”.
These projects may include tasks in a variety of trades such as demolition, site work, excavation, Summary of Work 01 11 00 - 4 cast-in-place concrete, masonry, structural steel, electrical, mechanical (including HVAC), painting, millwork, and other specialty and general contracting work. Projects may also include Architectural and Engineering design work of varying levels of complexity.
1.3.1.3 The Government reserves the right to utilize the same process in awarding the original CEMACC II contracts to make additional awards to fulfill the above intended number of contracts. Subsequent contracts will include performance periods concurrent with the original awarded CEMACC II contracts.
1.3.2 PROGRAM OVERVIEW:
1.3.2.2 MINIMUM/MAXIMUM CONTRACT AMOUNTS: The only work authorized under the CEMACC II is as described in individual Task Orders (TOs). A minimum of $5,000.00 is guaranteed for each IDIQ contract awarded. Individual TOs will normally have an estimated range in magnitude from $300,000.00 to $5,000,000.00. The Government makes no representation as to the number of TOs or actual amount of work to be ordered in excess of the minimum guarantees specified herein. The aggregate amount of the CEMACC II program, inclusive of all awarded CEMACC II contracts, including options, will not exceed $95,000,000.00.
1.3.2.3 COMMENCEMENT OF WORK: No work under this contract will commence until such a time as the Contracting Officer issues a written TO and a Notice to Proceed (NTP) under the TO as described in the paragraph 1.8 “Performance Periods & Notice(s) to Proceed.” The Contracting Officer reserves the right to determine the issue date of any NTP.
1.3.2.4 TASK ORDER PERFORMANCE PERIOD: FAR 52.211-10, Commencement, Prosecution, and Completion of Work will be incorporated into each TO identifying the construction schedule. The Government reserves the right to negotiate a performance period or impose a performance period for each TO.
1.3.2.5 PERFORMANCE EVALUATIONS: At the conclusion of each ordering period, the COTR will complete a contractor performance evaluation and input into Contractor Performance Assessment Reporting System (CPARS). The evaluations will take into account all aspects of the contractor’s performance on all issued TOs. Furthermore, performance evaluations may be completed at any time the Contractor’s performance is considered less than satisfactory.
Contractors will be provided an opportunity to provide input into the evaluation. The performance evaluations may have an impact on the award of future TOs.
1.3.2.6 TASK ORDER ISSUANCE PROCEDURES
1.3.2.6.1 The individual TOs will be placed in a sequential numbering system, which relate back to the contractor’s basic CEMACC II contract.
1.3.2.6.2 The Government will not be obligated to reimburse the contractor for work performed, items delivered, or any costs incurred, nor will the contractor be obligated to perform, deliver, or otherwise incur costs except as authorized by duly executed TOs.
1.3.2.6.3 TOs will be firm fixed price and clearly define the specific services to be performed or the performance desired. Each TO is subject to the terms and conditions of the CEMACC II
Summary of Work 01 11 00 - 5 contract. In the event of a conflict between the TO and the CEMACC II contract, the TO will take precedence.
1.3.2.6.4 Request for Order Proposal (RFOP) projects may be non-complex performance oriented tasks requiring minimal design, may be complex construction requiring design development for design-build construction, or a combination thereof. In rare cases, the RFOP may not have traditional plans and specifications as described herein, but may include sketches, and requests for catalog cuts, and other submittals. For more information regarding RFOPs, see paragraph “Proposal Preparation.”
1.3.2.7 OMITTED
1.3.3 PROPOSAL PREPARATION: A RFOP issued under this contract will, except in rare cases, be issued to all contractors and will, at a minimum, include a SOO/SOW defining the project requirements. The TO will ultimately require the contractor to produce a full design, partial design, or no design depending on the level of design already available and provided to the contractor with the SOO/SOW. The RFOP will, except in rare cases, consist of one of the following:
A Full Design-Build (FD-B) consists of a Statement of Objectives with minimal supporting documentation; the contractor will be required to provide a Statement of Work and complete 10% design (as defined under design levels) along with their bid and, if awarded, will complete the design to 100% in accordance with the TO and basic contract prior to commencing construction.
A Partial Design-Build (PD-B) consists of a Statement of Objectives with a partial A-E design package; the contractor will be required to provide a Statement of Work and bid, and if awarded, will complete the design in accordance with the TO and basic contract prior to commencing construction.
A Design-Bid-Build (D-B-B) consists of a Statement of Work with a full A-E design package or Government design package; the contractor will be required to provide only a bid and, if awarded, will commence construction in accordance with the TO and basic contract.
1.3.3.2 If required, awarded TOs, will complete the design to the 100% corrected final level.
This will include participating in design review meetings, conducted at Robins AFB, at each design milestone (30%, 60%, etc.) as described in the TO SOW and all associated field work necessary to complete the design to the 100% corrected final level. The Government will provide design review comments via AF Form 911 at each design submittal. See Attachment 11 for AF Form 911.
1.3.3.3 Cost proposals for RFOPs will include a bid schedule and a construction breakdown of work to be accomplished showing individual specification divisions, line items and an overall total price on an AF Form 3052 (Attachment #5). Individual line item prices are not required.
The construction breakdown of work to be accomplished categories for the AF Form 3052 will match the Unified Facilities Guide Specifications (UFGS) (www.wbdg.org) forty-eight division format.
1.3.3.4 In addition, the RFOP may include, but is not limited to, the following as

Any available as-built drawings, specifications, or design information.
Design calculations requirements in addition to those listed in the design level paragraphs.
Construction drawings requirements including professional certifications.
Timeframes for preparing the proposal, completing design work, and completing construction and closeout.
Submittal requirements
1.3.4 PROPOSAL EVALUATION CRITERIA: Proposals received in the RFOP format will be evaluated based on compliance with the RFOP requirements and the proposed price. The RFOP will indicate the minimum requirements that must be met in order for a proposal to be considered technically acceptable. Evaluations will be conducted on a Lowest Price Technically Acceptable (LPTA), or “Tradeoff” basis. The type of evaluation criteria will normally relate to the complexity of the requirement, but will be at the sole discretion of the Contracting Officer.
Factors utilized in a Tradeoff Process are at the discretion of the Government but may include the following:
Past performance – TO performance or prior performance on other contracts Quality of deliverables Ability to meet schedule requirements Relevant experience Cost control Potential impact on other orders placed with the contractor Current workload Design Contractor’s technical understanding of the work Most efficient and effective plan to accomplish the work Safety/Accident Prevention Plan Rationale for proposed materials, types, and quantities Sustainable design features
1.3.5 DISCUSSIONS: The Government reserves the right to enter into discussions with responsive contractors (those submitting technically acceptable proposals) for the purpose of requesting minor revisions to the proposals.
1.3.6 DESIGN DOCUMENTS: The design documents developed by the contractor will comply with the following requirements and as specified herein and by the current Robins Base Facility Standards (Attachment #1) and the Procedural Guide for Designers (Attachment #2) at the time of CEMACC II solicitation.
1.3.6.1 Drawings: The Contractor will prepare drawings, as specified in the RFOP, for Government approval prior to the start of construction. The drawings developed by the contractor will conform to industry standards relating to good design and drafting practices. All completed drawings will clearly identify the work being performed under the TO. Unless otherwise identified in the RFOP, use of existing drawings provided by the government will be allowed provided the contractor modifies the drawings to accurately reflect the project requirements.
Each sheet will have an approved title block and border, complying with below paragraphs in

Robins AFB Specification Section 01310, the Robins Base Facility Standards, and the Procedural Guide for Designers. Basic design criteria utilized for each discipline will be included on the appropriate drawings as required by the RFOP. Examples would include wind and live/dead loads assumed for structural elements, function specific conditions such as lighting levels or future use considerations for electrical systems, site specific climatic design conditions for mechanical systems, and International Building Code analysis (performed to the same level as if being applied to a municipal building permit process). The following is a list of drawings which might typically be required under this contract:

1.3.6.2 Specifications: The Contractor will create technical specifications to correspond to the project requirements in the UFGS (www.wbdg.org) spec format, in conjunction with Robins AFB Division 1 Specifications (Attachment #3). Two (2) full size, (1) one half size sets and (1) one CD of .pdf files and .dwg files (or as otherwise required by the RFOP) of the specifications index for sections appropriate to the anticipated work and added by the contractor, will be included in the design submitted with the contractor’s proposal. Once awarded the TO for a specific project, the successful contractor will electronically tailor the specification sections, previously identified, to correspond with the work proposed in the project.

1.3.6.2.1 All applicable publications referenced in paragraph 1.9 “CODES & STANDARDS” will be utilized by the contractor in the preparation of project designs as well as any applicable manufacturer or industry specifications or recommendations associated with material, supplies, or systems.
1.3.6.3.2 The bottom right hand corner of each page will have the following relative information indicated in the format noted:

1.3.6.3.4 Submittal Schedule: Required submittal schedule prepared by the contractor will conform to the requirements of paragraph 1.13 “SUBMITTALS”.
1.3.6.4 Design Analysis: As specified in the design level requirements, design calculations will be required to include code references as applicable for each discipline, to show compliance.
Three (3) sets of these calculations will be provided by the contractor and included with each required design submittal. The following is a list of calculations which might typically be required under this contract:

1.4 DESIGN LEVELS AND REQUIREMENTS
1.4.1 10% Design: For all Full Design-Build TOs and only for Partial Design-Build TOs if requested. An acceptable submission for the RFOP will reflect the final basic plan with sufficient detail to illustrate (as applicable) the structural, architectural, plumbing, mechanical, electrical, fire and communications systems as well as the existing conditions/paving/grading/drainage site plan, haul route and proposed storage site/laydown area, New Work Site Plan with proposed addition, connection to existing utilities, etc., designed to a 10% level. The submitted Statement of Work will be complete in describing the project scope and provide adequate detail to allow for the accompanying price proposal, and to convey to the Contracting Officer that the proposal was technically acceptable and fulfills the intent of the Statement of Objectives and its supporting documents. A detailed technical analysis will be included in the submittal. The technical analysis will include all applicable items as listed below. Sufficient detail will be provided so that the rationale for the design proposal is fully communicated. The technical analysis will include the rationale for material selections and the basis for the costs used in preparing the bid. The basic calculations needed to size the components of the project should be included. If information was not available or was not provided by the AF, the contractor will state the assumptions on which his SOW and bid is based.
1.4.1.1 Technical Analysis:
1.4.1.1.1 Problem Identification: Description of the problem(s) and how the proposed design will solve the problem(s).
1.4.1.1.2 Site Description: Existing features and new work especially connection of new to existing utilities. Attending and coordinating with CE Digging Permit and Utility Outage request meetings before digging in the ground or shutting down of any utilities.

1.4.1.2 Drawings: Hard copies will be ANSI B or ARCH B size paper and be clearly readable.
The use of redline schematics will not be acceptable. Drawings will include detailed schedules and legends appropriate to describe the design. Drawings will be of sufficient detail to fully communicate the design concept.
1.4.1.2.1 Site Plan: Utilize scale that shows building site, relation to adjacent structures, existing utilities and new/additional utilities required, and other major site features. Scales for site plans will be sufficiently large to clearly delineate building location, topographical, utilities, streets, roads and parking, vegetation and other pertinent data. Show all site amenities.
1.4.1.2.2 Plans and Elevations: Will portray general layout and interfacing features even if such features are not in the contract area. Equipment to be included in the project will be accurately located and scaled. All areas and equipment will be identified. Areas shown on the floor plan but not included in the project will be so designated by shading, outlining, or other clean concise means.
1.4.1.2.3 Other drawings: Will depict the project accurately and will show sufficient detail to convey the intended appearance of the project. Detail references, notes, and material indications will be sufficient to thoroughly describe and index the work. Exterior and/or interior elevations will be submitted when the project involves work on such surfaces. Provide interior and exterior finish schedule and door schedule.
1.4.1.2.4 Scales: Will be sufficiently large to clearly portray the work. Mechanical and Electrical schematics will be large enough so that relative features are proportionate and easily related to architectural plans and features.
1.4.1.2.5 Structural/Mechanical/Electrical: Provide general layout of major systems, utility support, and major design features. Connection points and method of connection to existing utilities will be shown.
1.4.1.2.6 Communication Drawings (if applicable): Telecommunication drawings/sheets, T-1 through T-(x) must be included. Show required spaces for installation of telecommunication systems along with Basic Outside Plant (OSP) Fiber Optics Cable Plant installation and routes and connection points.
1.4.1.3 Specifications: Provide an outlined list of proposed United Facilities Guide Specifications (UFGS) (www.wbdg.org) individual Divisions to be used.
1.4.2 Design levels that may be required for TOs after award are 30%, 60%, 100% and corrected finals. Please see requirements below for each required level. Each level required will include the requirements from the levels below it even if the previous level is not required for a particular TO. For example, if 60% is not required the 100% will include all 60% requirements as listed below.

1.4.3 30% Design: In general, documents which show the essential components of the proposed design and convey that the contractor fully understands the contract requirements and that his/her proposed price includes all required elements of work to complete the project. The documents will include the following minimum information, as applicable to each project:
drawings, Contractor will provide three (3) hard copies of drawings size ANSI C or ARCH C and three (3) electronic DVD or CD ROM copies (Adobe® Acrobat PDF) of the submittal documents, a list showing sections to be incorporated in the specifications, and any other design components relating to the 30% design as identified in the TO. Major mechanical and electrical equipment items will be shown on the drawings with single line diagrams. All utilities and structures will be shown, as well as, the paving/ grading/drainage plan, haul route, and contractor’s storage site. The Contractor will submit two (2) hard copies of calculations, design and technical analysis.
1.4.3.1 Drawings: Drawings will also include the following, as applicable:
Site Plans: All required controlling dimensions. Site plan showing proposed location of work including benchmarks, access from main roads, and surface or sub-surface drainage concepts.
Utilize scale that shows building site, relation to adjacent structures, existing utilities, additional utilities required, and other major site features. Scales for site plans will be sufficiently large enough to clearly delineate building location, topographical, utilities, streets, roads and parking, vegetation and other pertinent data. Drawings will show new and existing site amenities.
1.4.3.1.1 Plans and Elevations: Floor plans with dimensions and functional arrangement of all areas; including corridors, exits, stairs, and utility spaces properly related to exterior access, roads, parking, and service areas, etc. Individual treatment will be given to items involving special design and/or deviations from accepted standards and of complex design. Gross floor areas will be shown for each floor and for the entire building. Floor and roof framing, and loadings will be indicated. Built-in, installed, and specialized portable equipment will be indicated to scale.
Pertinent information regarding fire prevention and life safety requirements will be shown.
Design live and wind loads will be shown. Elevations will include story heights, penetration, and adaptation to finished grades at the site. All plans and elevations will portray general layout and interfacing features even if such features are not in the contract area. Equipment to be included in the project will be accurately located and scaled. All project areas, project systems and equipment will be identified. Areas shown on the floor plan but not included in the project will be so designated by shading, outlining, or other clean concise means.
1.4.3.1.2 Other Drawings: Will depict the project accurately and will show sufficient detail to convey the intended appearance and work scope of the project. Detail references, notes, and material indications will be sufficient to thoroughly describe and index the work. Exterior and/or interior elevations will be submitted when the project involves work on such surfaces.
Provide demolition drawings as required. Provide interior and exterior finish schedule and door and hardware schedule.
1.4.3.1.3 Structural, Mechanical, Plumbing, Fire Protection, Electrical: Provide general layout of major systems, utility support, and major design features. Clearly show and note project scope. Connection points and method of connection to existing utilities will be shown.
1.4.3.1.4 Telecommunications, if applicable: Detail of all telecommunication space (sizes, heights, width, depths) will be included. Telecommunications room entrance and backbone diagram will be shown. Show specific details of all outside plant and inside plant routes and
Summary of Work 01 11 00 - 13 termination points (number, size, types of manholes, hand holes, pedestals, marked splices, number and size of conduits) IAW the applicable codes.
1.4.3.1.5 Building Sections of structures, including framing, partitions, suspended ceilings, (if any), ducts, etc., will be shown.
1.4.3.1.6 Typical wall sections will be shown at a scale of no less than 1 inch = 1 foot. Sections will include material and thicknesses, methods of attachment, and type of windows with relation to supporting structural columns or walls.
1.4.3.1.7 For heating, air conditioning, mechanical ventilation and plumbing, and special features such as hoists, etc., indicate the location, capacity, and space requirements for all major items of mechanical equipment. Single line indication and riser diagrams of ducts, pipes, and equipment and their approximate location will also be shown. Indication will be made as to whether piping and duct work are exposed or concealed. Functional areas where pipes are exposed will be delineated. Approximate operating range or capacity for heating, ventilation, air conditioning, and refrigeration equipment will be clearly stated.
1.4.3.1.8 For electrical systems, indicate lighting arrangements, type of fixtures proposed, general light intensities, special electrical requirements of the user, including communications and electronic facilities where applicable, light and power service entrance and distribution arrangement. Conduits, including those to be wired by others, will be shown together with indication as to whether conduits are exposed. Functional areas having exposed conduits will be delineated. Riser diagrams, showing service equipment, feeders, and panels, other than branch circuits, will be shown. Cable sizes, current demand factors and the switch and panel board descriptions are not required at this time. Location capacity and space requirements of all major items of equipment will be shown including interior substations with service equipment and panels. Power, communication, and electronic features will be indicated in sufficient detail to identify requirements clearly and to indicate the means of satisfying the requirements. Lightning Protection Plan showing location of all aerials, down conductors, grounding loop, and grounding triad layout, location and connection details.
1.4.3.1.9 Provide separate lists of all Government-furnished equipment to be installed by the contractor and equipment furnished and installed by the Government, if applicable.
1.4.3.1.10 Contractor must include all comments from the previous design review in the following design submittal. Contractor will not submit the next design until the previous has been approved by the Government.
1.4.3.1.11 Scales: Will be sufficiently large to clearly portray the work and include detailed schedules and legends appropriate to describe the design. Mechanical and electrical schematics will be large enough so that relative features are proportionate and easily related to architectural plans and features. Hard copies will be clearly readable. The use of redline schematics will not be acceptable. Submission of drawings in the incorrect scale will result in disapproval of the submittal.
1.4.3.1.12 Drawings will be of sufficient detail to fully communicate the design concept and project scope.

1.4.3.2 Technical Analysis: Similar to the 10% design a detailed technical analysis will be included with each submittal. The technical analysis will include all applicable items as listed below. The technical analysis will include the rationale for material selections and the basis for the costs used in preparing the breakdown of work to be accomplished. The basic calculations needed to size the components of the project must be included. It is the responsibility of the Contractor to verify all recorded as-built conditions before the start of work; the Contractor will include a survey of such conditions in their initial design analysis. Interior design parameters and an interior finish schedule will be presented for initial review.

1.4.3.3 Specifications: An outline, using the UFGS (www.wbdg.org), of those specification divisions with individual sections proposed for use will be submitted. Division 01(will be provided by RAFB 78th Civil Engineer) relating to general and special provision, including material submittal lists, are not required at this stage.
1.4.4 60% Design: Documents building upon the 30% design, including drawings, technical analysis and the complete text of the specifications. The drawings will show an additional 30% progress in all disciplines which will include all elements as identified in the 30% design. All cut sections and details will be shown on the drawings at this time. Any updated or corrected design analyses of architectural, structural, civil, electric, mechanical, and utility systems will be included.
60% Design Level documents will appropriately reflect 30% design review comments and include

The contractor will provide two (2) hard copies of drawings size ANSI C or ARCH C and three (3) electronic DVD-ROM or CD-ROM copies (Adobe Acrobat PDF) of the submittal. Contractor will provide two (2) hard copies of all other documents including but not limited to submittal register (Attachment #12), calculations, design and technical analysis. Hard copies of specifications are not required until the final submittal. Contractor will not submit 100% design until the 60% has been approved by the Government.
1.4.5 100% Design: Documents will build upon the prior design submittal. This will include, for review, final and complete drawings, and specifications. All project requirements identified in the most current contract revision, site visit minutes, modifications, and review comments must be incorporated. The Contractor will provide three (3) hard copies of drawings size ANSI C or ARCH C and three (3) electronic DVD-ROM or CD-ROM copies (Adobe Acrobat PDF) of the submittal documents. The Contractor will provide two (2) hard copies of all other documents including but not limited to calculations, design and technical analysis. Contractor must include all comments from the 60% design review in the 100% design submittal and include contractor’s comments to Government review comments received with the submittal. Contractor will not submit 100% corrected final design until the 60% has been approved by the Government.
1.4.5.1 Technical Analysis: Will provide all answers to comments made on 60% submittal and form a complete and final analysis package.
1.4.5.2 Drawings: The Contractor will provide a package of drawings, complete in all respects. The submitted drawings will be dated with the date of the submittal and the cover sheet will state that it is a 100% design submittal. Drawings will include all applicable drawings from the following list:

1.4.5.3 Specifications: The Contractor will provide a set of technical specifications complete in all respects, material submittal schedule (AF Form 66), and a schematic construction schedule.
The specifications, including all technical and special conditions, will be prepared to meet government standards. References will be made to Federal Specifications, ASTM, ANSI, and trade standards when applicable to establish a uniform standard. The specifications will be tailored to define each test and submittal items required and fully describe all work to be done.
When government-furnished material or equipment is to be used, a schedule of property or equipment will be prepared listing the item, description and quantity. If no government-furnished material is to be used, the statement of work will include a statement that no government-furnished will be used. Mandatory contract clauses or special provisions will not be duplicated or modified by inclusion of similar or supplementing provisions in the specifications. A set of these provisions is available for review upon request.
1.4.5.4 Material Submittal Schedule: Will identify on an AF Form 66, "Schedule of Material Submittals", each item required to be submitted.
1.4.5.4.1 Items will be separated in applicable Unified Facilities Guide Specifications (UFGS) divisions and line items, and appropriately headed.
1.4.5.4.2 The AF Form 66 will clearly state what is being submitted, the specification/drawing reference requiring the submittal, the number of copies required, and the required submission date (e.g., a submittal required within 10 days after the Notice to Proceed (NTP) for Construction is issued, will be shown as "NTP + 10").
1.4.5.4.3 If more than one type of an item is to be submitted (e.g., Kitchen and Entry doors), each will have a separate line item number.
1.4.5.5 Interior Design Scheme: Provide a complete room finish and color schedule in the construction documents. Schedule will be coordinated with the color board.
1.4.5.6 Color Board: Submit material color samples of all materials and colors for project design. Materials will be the latest products produced with those specified in the design. The color board will be laid out to show the primary relationships of materials and colors. The room finish and color schedule will be the primary reference for all materials and colors shown on the color board. Samples will be installed on an 8-1/2"x11" foam core board. If more than one board in necessary to show all materials then boards will be combined using a three ring binder.
The color boards will be submitted as part of the drawings and specifications at 60% submittal (Government Option), at 95% submittal, and at 100% corrected final Submittal. The 60% and

95% color boards will be the property of the Contractor and will be returned upon approval of submittal. The final, 100% color board, will be the property of the Government and will be submitted on an AF Form 3000 as an original document to the project.
1.4.5.7 Review Comments: Will provide review comments and responses from the previous review.
1.4.6 Corrected Final Design: Prior to submitting the final 100% design submittal, provide two (2) check sets of the drawings (one (1) ANSI B or ARCH B and one (1) ANSI D or ARCH D) and three (3) electronic copies of entire submittal with all 100% review comments incorporated.
After government approval of the check set, the contractor will then submit the Final 100% Design. For the final design submittal, all drawing sheets will be wet-stamped by the appropriate licensed professional and marked “FOR CONSTRUCTION”. Provide four (4) hard copies of the wet-stamped drawings (two (2) ANSI or ARCH D size and two (2) ANSI B or ARCH B size).
The front cover of the contract specifications will also be wet-stamped and signed by all licensed professionals that stamped the drawings also. Note that telecommunication drawings and specifications will be stamped by a registered communications distribution designer (RCDD) if applicable. The Contractor will provide two (2) hard copies of the specifications, calculations, design and technical analysis. Provide three (3) electronic copies of the entire submittal on CD- ROM or DVD-ROM. For both the 100% check set and the final submittal soft copies of the drawings are to be submitted in both AutoCAD and Adobe Acrobat® (pdf) formats. In addition, soft copies of the specifications are to be submitted in Microsoft Word and Adobe® Acrobat (pdf) formats. All other documents, i.e. Design Analysis, Technical Analysis, Calculations, etc. will be submitted in Microsoft Word and Adobe Acrobat® (pdf) format. If calculations are by hand, Adobe Acrobat® (pdf) alone is sufficient. Contractor will not start construction until directed by the Contracting Officer in writing to begin by means of a Notice to Proceed.
