RFI #3
1. During the site visit, it was stated that the on-ramp contractors would have their Bid Bonds returned to them. Will the contractors that do not win the Seed Project but are one of the five contractors also have their Bid Bonds returned? Even though this is an estimate for the entire year, having that much in Bond Capacity tied up with the CEMACC would be detrimental to small businesses, especially those that are already working on projects at Robins AFB.
Answer: No, awardees will not have their bid bond returned. Only on-ramp contractors and unsuccessful bidders will have their bid bond returned.
2. Reference Drawing Sheet S502 Ladder Detail – What kind of material is the louvered doors and are they supposed to be the swinging type?
Answer: This was addressed in a response to a previous RFI by a different contractor. Additional specs and a drawing have been posted to FBO.
3. In the Task Order, Section 2 - part C, item 3 (Description of Work) states that “some relocation of existing electrical and mechanical services will be required…” on this project. No mechanical drawings or specifications were provided. If division 23 work is required, please provide more information.
Answer: That Statement of Work was provided to the designer as an outline for their basis of design, which does not represent the design issued for construction. The corrected final drawings, specifications, design analysis, etc. reflect the design IFC. If no mechanical drawings or specifications are provided, then no mechanical work is being proposed.
4. Section 3.05 in the Site Requirements calls for photographs to be taken for progress documentation. Due to the Controlled Areas where work will be performed, are there specific requirements for the use of professional photographers?
Answer: This requirement can be waived. Our CENME construction managers will document progress (written and photographic) throughout construction, as they are required to do so prior to approving invoice payments.
5. The structural drawings call out the need for two additional louvers to be installed. Please provide specifications for the desired louvers.
Answer: This was addressed in a response to a previous RFI by a different contractor. Additional specs and drawings have been posted to FBO.
6. The project documents state that all steel welding performed during the project must be x-rayed. Will these special inspections be performed by the owner or by the general contractor?
Answer: These are to be performed by the general contractor.
7. Will there be a laydown area designated to store materials?
Answer: Areas inside of Building 38 cannot be used as laydown area.
8. The specifications states that prior to driving on the flight line, the contractor shall ensure that personnel required to operate vehicles on the flight line are trained and certified. How long is the training, is it online or classroom training, and is there a cost that the contractor would be required to pay?
Answer: Contractors are required to attend a one-day class, provided by 402nd CMXG, for driving in the flightline area. The class is located at Robins AFB in a classroom environment. The contractor is required to pass the class in order to receive a driving certificate. Classes can take up to a month to schedule, but they are provided at no cost to the contractor. After passing the class, the contractor must then request vehicle passes when awarded a contract in the flightline area. The number of passes given is based on the type of work and number of passes the project manager deems necessary.
9. Confirm if delivery drivers will need to pass background checks prior to delivery.
Answer: Yes, delivery drivers will be required to pass a background check prior to delivery.
10. Per the PowerPoint slides discussed at the site visit, we are to submit our pricing on Attachment 4 – Bid Schedule that was sent with the original demonstration project documents. There is a date of 24June2019 shown on the Bid Schedule form. Is there a reason that date is on the form or can we change and update to the actual date the bid is due?
11. Answer: The 24 June 2019 date can be updated to reflect the actual date the bid is due.
12. The site visit’s power point slides state that all that is required to be submitted for the bid is the demonstration project attachment 4 bid schedule, the bid bond and the signed 1442, however, page 2 of 4 in demonstration project attachment 1 (specifications), under “2. DESCRIPTION OF WORK:”, paragraph “B. Bid Proposal Requirements” states that a construction narrative, a schedule, a schedule of values and a progress report are all to be provided within the bid proposal. Can the government confirm that all that is required was what was stated at the site visit and that the paragraph B on page 2 of 4 of the demonstration project attachment 1 specifications does not apply?
Answer: The additional requirements you are referring to under 2. Description of work is what we would typically ask for at the task order level when we solicit projects to the IDIQ contract holders. For purposes of your proposal for the IFB – we only need the three items specified in the slides.
13. Does the steel need to be manufactured in the USA?
Answer: For the demonstration project, the answer is no. However, it is possible this could be a requirement at the task order level if applicable.
14. What is the minimum size opening to access the area for material delivery?
Answer: The only access to that center corridor is that hatch that we could not open yesterday. It is approximately 4’ x 4’ in size.
15. Can the Bid Bond requirement be reduced the SEED Project or the amount of Max capacity for the year per contractor (20% of $14m) or a bonding capacity letter?
Answer: No, the Bid Bond requirement cannot be reduced.
