About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base is procuring CE Facility Maintenance & Repair Support for Laboratories and Intelligence services through solicitation FA8601-25-R-0010. The contract will provide comprehensive sustainment maintenance, sustainment repair, and materials procurement for mechanical, electrical, and specialized laboratory equipment supporting multiple Air Force organizations including the 88th Air Base Wing, 711th Human Performance Wing, Air Force Petroleum Lab, Air Force Research Labs, and the National Air and Space Intelligence Center. Offerors must demonstrate prior experience with four mechanical sustainment maintenance and repair contracts, including three contracts completed within the last five years exceeding $10 million annually and one contract completed within ten years exceeding $10 million annually, with specific experience in equipment replacements such as air handling units, chillers, cooling towers, and piping systems. The contract will be awarded to the responsible offeror submitting a proposal that conforms to solicitation requirements, receives an "Acceptable" rating on the Technical Capability evaluation factor, and offers the lowest total evaluated price that is fair and reasonable and not unbalanced. The original proposal due date of October 10, 2025, was extended to November 21, 2025, due to government shutdown considerations, with site visits held September 24-25, 2025, at the Hope Hotel in Dayton, Ohio.
This is a 100% Small Business Set-Aside contract with a small business size standard of $47 million under NAICS Code 561210 (Facilities Support Services). The contract is structured as a Firm Fixed Price indefinite delivery/indefinite quantity agreement with five one-year ordering periods and an optional six-month service extension, with a $125 million contract ceiling and a minimum order of $2,000. The estimated contract involves managing approximately 8,000 pieces of equipment and executing an average of 221 work requests monthly, with an estimated 160,744 total labor hours over the five-year base period. Offerors must submit comprehensive proposals in four volumes—Executive Summary, Technical Proposal (limited to 20 pages), Price, and Contract Documentation—and provide detailed financial capability statements demonstrating US ownership and operational capacity. All services will be performed at Wright-Patterson Air Force Base in Dayton, Ohio, with the period of performance scheduled from February 1, 2026, through January 31, 2031.
