About this opportunity

The Department of the Army Installation Management Command (IMCOM) NAF Contracting Office, on behalf of the U.S. Army Materiel Command's Army Food Innovation and Transformation Program Office, seeks to establish one firm-fixed price IDIQ concession contract to finance, design, renovate, operate, and maintain Campus Style Dining Venue (CSDV) operations at Fort Wainwright and other Alaska garrisons, with proposals due September 18, 2026. This is a nonappropriated fund (NAF) solicitation operating under Army Regulation 215-4, not subject to FAR provisions.

Place of performance is Fort Wainwright, Alaska (Building 3728, Arctic Warrior DFAC), with potential expansion to additional Alaska military installations contingent upon facility availability and task order issuance. The NAICS code is 722310, Food Service Contractors; PSC is M1FD, Operation Of Dining Facilities.

The contract includes a five-year base period with five optional one-year extensions for potential ten-year total duration. The contractor must provide comprehensive food service including campus-style dining with dine-in, takeout, delivery, and meal prep service models; a Head Chef with American Culinary Federation certification and a Dietitian; action stations for customizable meals; and 24/7 access to healthy food compliant with Army and DoD nutritional standards. The contractor must serve two patron categories: Essential Station Messing (ESM) Soldiers at government-established reimbursement rates (35% food cost, 65% operating costs; 2026 rates are $9.57 breakfast, $15.86 lunch, $13.57 dinner) and cash customers. Contractor personnel must complete AT/OPSEC training within 30 days of award and comply with prevailing wage determinations, collective bargaining agreements, and Buy American Act provisions for food procurement from U.S. sources (except for acquisitions not exceeding $200,000 and items the Secretary of the Army determines cannot be acquired as needed in satisfactory quality or sufficient quantity at U.S. market prices).

Design, construction, labor, materials, expertise, supervision, operations, and quality controls are the contractor's responsibility. The contractor must integrate with the Army Food Management Information System (AFMIS) for meal validation and tracking, maintain a system of accounts per AICPA standards, develop and maintain a Mission-Essential Contractor Services Plan, and submit monthly metrics data by the 10th of each month. Construction requires a standard 120-day timeline from Full Notice to Proceed with comprehensive quality control, safety programs, and environmental protection plans. The contractor must obtain performance bonds and maintain minimum insurance: $1,000,000 General Liability, $300,000 Automobile Liability, $500,000 Professional Liability.

Amendment 0005 (effective August 27, 2026) adds clause BI.171 prohibiting racially discriminatory diversity, equity, and inclusion activities in recruitment, employment, contracting, program participation, and resource allocation; noncompliance may result in contract cancellation, termination, suspension, or ineligibility for further NAF contracts. Amendment 0004 (effective August 17, 2026) removed Randolph-Sheppard Act priority based on a December 23, 2025 Department of Education court decision and extended the deadline from July 31 to August 28; Amendment 0005 further extended it to September 18, 2026, at 4:00 P.M. CDT. Electronic submissions must be addressed to leslie.m.perez9.naf@army.mil and natalie.a.sanchez20.naf@army.mil; offerors must request a DoD SAFE Drop-Off two business days prior to submission. Hand-carried proposals will not be accepted. Evaluation is best-value tradeoff, weighing technical factors (business plan and management plan) more heavily than price.
