About this file
This document is Amendment 0002 to a nonappropriated funds (NAF) solicitation for a Campus Style Dining Venue (CSDV) concession contract at Fort Wainwright, Alaska. The amendment records information from a pre-proposal conference and site visit held on June 2, 2026, and provides supporting documentation.
The underlying solicitation NAFBA1-26-R-0027 seeks a single firm-fixed price indefinite delivery-indefinite quantity (IDIQ) contract to finance, design, buildout/renovate, operate, and maintain at least one campus-style dining venue at Fort Wainwright with potential expansion to other Alaska garrisons. The contractor must provide design, construction, labor, materials, expertise, supervision, operations, and quality controls. The contract period is five base years with five optional one-year extensions for a potential ten-year total. The solicitation closing date is July 31, 2026, at 4:00 PM CDT. Proposals must be submitted electronically via DoD SAFE and are evaluated on a best-value tradeoff basis, with technical factors weighted more heavily than price. The evaluation criteria include business plan (general operations, nutritious food service, IT requirements, marketing, build-out/restoration, facility maintenance, and facilities rendering) and management plan (management, experience/past performance, management controls, and customer service) factors. The contractor must integrate with the Army Food Management Information System (AFMIS) for meal validation and tracking, maintain system of accounts per AICPA standards, and comply with all applicable wage determinations, Service Contract Labor Standards, and collective bargaining agreements. The monthly fee structure includes facility renovation investment (CLIN 0001), a flat fee payable to the NAFI (CLIN 0001-A), and ESM meal reimbursement based on approved Discount Meal Rates (CLIN 0001-B). The amendment also includes pre-proposal conference slides covering project overview, solicitation requirements, scope of work, eligible patrons, meal pricing methodology, and AFMIS API functionality, along with a sign-in roster showing attendance by representatives from Compass, Sodexo, Aramark, Janson, and other foodservice companies.

Army Food Innovation & Transformation (A-FIT) Objectives
• To provide a modernized Soldier (21st Century capability) feeding alternative to what is described as the Army’s legacy dining facility operations which will bring a modernized feel, supported by advanced technologies such as ordering and delivery systems and will ultimately bring an abundance of healthy food options for Soldiers and to the wider installation community.
• Execute a Campus Style Dining Venue that will deliver a Soldier Feeding Operation that will not only support Soldiers, but their Families, “Soldiers for Life” and others that create an environment that impact our community’s health, welfare, morale in a powerful way, as well as to enhance unit level cohesion and teambuilding. It will ultimately demonstrate a sincere care for our #1 priority – our PEOPLE.
• Expand the dining opportunities for the Essential Station Messing (ESM) Solider that maximizes the propensity of utilization of those monies.
• Promote the U.S. Army’s Holistic Health and Fitness (H2F) and the Department of Defense (DoD) Healthy Base Initiatives and support the achievement of the DoD healthy living objectives by adhering to established DoD nutritional guidelines. Additionally, this concept will most positively impact the Army in several areas such as health and fitness, training readiness, recruitment and retention among others. This relationship and methodology is modeled after current capabilities that exist on hundreds of institutions of higher learning and corporate businesses.

The Discount Meal Rate represents the total food cost which equates to 35% of the total meal costs. The Operating Costs will equate to 65% of the total meal costs. Above percentages are non-negotiable
For example, using the CY26 rates:
Breakfast: $3.35 (DMR) + $6.22 (Operating Cost) = $9.57 (with $9.57 being the reimbursement rate for a breakfast served to a validated ESM Soldier)
Lunch: $5.55 (DMR) + $10.31 (Operating Cost) = $15.86 (with $15.86 being the reimbursement rate for a lunch served to an ESM Soldier)
Dinner: $4.75 (DMR) + $8.82 (Operating Cost) = $13.57 (with $13.57 being the reimbursement rate for a dinner served to an ESM Soldier)
Daily Total: $13.65 (DMR) + $25.35 (Operating Cost) = $39.00 (with $39.00 being the reimbursement rate if an ESM Soldier was served all three meals by the CONTRACTOR.)

Pre-Proposal Conference Solicitation Overview
C.6.3 SYSTEM OF ACCOUNTS
(a) CONTRACTOR will have an automated POS method/solution that provides a seamless, efficient and enjoyable dining experience while also enhancing operational efficiency, guest satisfaction and profitability:
(1) Records the ESM meals served/sold (reference section C.6.5 – Information Technology for AFMIS interoperability, verification, and billing reconciliation.)
(i) System must query AFMIS in real time using Soldier CAC barcode from a scanner connected locally to each POS terminal, kiosk and/or mobile ordering application.
(ii) System should create a local cached account for each Soldier and mark it as eligible or ineligible for a meal period after a response is validated from the AFMIS system. If response is ineligible, POS system should indicate in real time the code provided by AFMIS and be presented to the Soldier customer by the system or system personnel for further action on their part.
(iii) System should then assign an internal number for the local cached account used for internal tracking, reporting and validation and is a unique value from the CAC ID but linked within the POS system.
(iv) System internal number will then assign a meal plan value equal to values established in Section B.2.b.1. for each eligible meal period validation for a running total/balance available to the ESM Customer in a 24-hour period to be used for payment within an a la carte food service model.
Army Food Management Information System (AFMIS) Government Point of Sale
Pre-Proposal Conference Solicitation Overview
(v) System will allow for meal period values to be accessed backwards and forwards in a 24-hour period and allow for future expansion for forward access up to 72 hours in advance and beyond if and when required.
(vi) System will identify when a meal plan value for that meal period is exceeded and ESM customer will be prompted with the choice to pay balance in cash/credit or to pull backwards for a missed meal period if available or forward from the next meal period meal value and so on.
(vii) System will allow for meal plan values to be used across all of the CONTRACTOR provided meal access capabilities and POS engagements seamlessly.
(viii) System meal plan values will reset each day at 0000 hours with no carryover into the next meal plan day.
(ix) System will post a record in real time when AFMIS is online, updating the current meal plan balance with each scan so meals will be validated, deducted or voided within each meal period.
(2) Prohibits the “overserving of meals” to ESM personnel when AFMIS is not able to real-time decrement or to be implemented during AFMIS outages.
(i) System will identify if AFMIS is offline and the process to capture requests.
(ii) System will identify if Network is offline and the process to capture requests.
(iii) If total system power or technical systems are unavailable, provide manual system for capture of accounts and requests which are then manually updated into System when available.
Army Food Management Information System (AFMIS) Government Point of Sale
Pre-Proposal Conference Solicitation Overview
(3) Provides nutritional serving computation and Army Go For Green (G4G) categorization; quantity of servings with portion size of recipe by unit of measure and portion weight; nutritional data; and ingredient types of recipes.

(5) Provides consumable monthly reconciliation reports that provides the aforementioned information and includes trend analysis across ESM and cash patrons’ daily utilization and ESM only behaviors like what, where, when, how much, how often, ect.
(b) The CONTRACTOR will establish and maintain a system of bookkeeping accounts, and records consistent with good accounting practices in accordance with the American Institute of Certified Public Accountants. The Contracting Officer or the
