About this file
This memorandum establishes FY25 reimbursable utility rates for the Army Air Force Exchange Service (AAFES), Residential Communities Initiative (RCI), and Privatized Army Lodging (PAL) at Fort Liberty, North Carolina. The rates, effective October 8, 2024, cover electric, natural gas, water, and sewer services with distinct pricing for AAFES versus RCI/PAL entities. Electric rates range from $0.06882 to $0.07061 per kilowatt-hour and $0.08209 to $0.08224 per square foot. Natural gas rates vary seasonally (April-September and October-March), ranging from $0.43652 to $0.57373 per therm and $0.01322 to $0.03380 per square foot. Water rates are $3.06456 per thousand gallons for AAFES and $4.16562 for RCI/PAL, while sewer rates are $2.80800 and $3.70664 respectively. All rates include both commodity costs and operation and maintenance costs pro-rated based on each agency's percentage of overall installation usage.
Billing will occur in accordance with established agreements (ISSA, MOU, MOA) executed with the Garrison. Non-metered rates represent monthly charges per square foot of customer facilities, with customers billed on actual meter data when available. Additional utility services charges for refuse, propane, and fuel oil are provided in a separate memo. Ray E. Throop, DPW Energy & Utilities Branch Chief, serves as the point of contact at 910-908-4790 or Ray.E.Throop.civ@army.mil.

a. Rate charges for refuse, propane, and fuel oil are provided on the additional utility services memo.
b. The utility rates are based on commodity costs and maintenance costs. For
AAFES and RCI/PAL, maintenance cost is calculated based on the operation and maintenance (O&M) portion of the utility privatization contract, not repair and replacement. Maintenance costs are pro-rated based only on the percentage of commodities utilized by each agency. For example, if the amount of electricity used by an agency is only 5% of the overall installation usage, maintenance cost is calculated at 5% of the O&M privatization cost.
