About this file

This is a memorandum establishing FY25 reimbursable utility rates for Fort Liberty, North Carolina, applicable to all customers billing through established agreements with the Garrison including Interservice Support Agreements (ISSA), Memoranda of Understanding (MOU), and Memoranda of Agreement (MOA). The document outlines pricing for refuse container pickup services across five container sizes, ranging from $9.46 per pickup for a 4 cubic yard container to $99.38 per pickup for a 42 cubic yard container. Additional utility services including fuel oil, propane, and generator maintenance are priced at market rates and contract prices respectively, with fuel oil and propane costs determined by the customer's purchase date and prevailing market prices at the time of purchase. The memorandum is issued by the Deputy Director of Public Works and references Army Regulation 420-41 regarding facilities engineering and the acquisition and sale of utility services. Questions or clarifications should be directed to Ray E. Throop, DPW Energy & Utilities Branch Chief, at 910-908-4790.
