About this file
This is Amendment 0004 to Solicitation NAFBA1-26-R-0027, issued by the Department of the Army, IMCOM NAF Contracting on behalf of the CSDV Supplemental Mission Fund for a Campus Style Dining Venue (CSDV) Tranche II (C) concession at USAG Alaska. The amendment is effective May 18, 2026, and uses nonappropriated funds.
The amendment makes the following substantive changes to the solicitation: (1) removes Section C.6(f) regarding Randolph-Sheppard Act priority based on a December 23, 2025 Department of Education court decision limiting the Act's application to Army dining facilities contracts including CSDV facilities; (2) adds Section M.2(f) establishing that priority on Department of War controlled property will be extended to the blind when a proposal from the blind achieves competitive range status while meeting all technical factors and offering a competitive fee; (3) revises Section C.6.1 on Nutritious Food and Beverage Services to clarify that the Berry Amendment does not apply except regarding seafood sourcing prohibitions from specified countries, and establishes comprehensive U.S. sourcing requirements for all food items, with exceptions for acquisitions not exceeding $200,000, foods manufactured or processed in the United States, and items the Secretary of the Army determines cannot be acquired as needed in satisfactory quality or sufficient quantity at U.S. market prices; and (4) extends the solicitation deadline to Friday, August 28, 2026 at 4:00 P.M. CDT. Electronic proposal submissions must be addressed to leslie.m.perez9.naf@army.mil and natalie.a.sanchez20.naf@army.mil, with offerors required to request a DoD SAFE Drop-Off two business days prior to the due date, and hand-carried proposals will not be accepted.

A. This amendment is issued to record the following:
B. Pursuant to a recent court decision, the following changes are made:
1. The following section is REMOVED in its entirety from the solicitation:

2. The following section is ADDED:
M.2(f). NOTE: In accordance with the Randolph-Sheppard Act, priority on Department of War (DoW) controlled property will be extended to the blind, when a proposal received from the blind has made the competitive range while meeting all technical factors as outlined in the solicitation and offering a competitive fee to the NAFI (Reference Section B-3).
C. In lieu of above change, this solicitation is re-opened and extended until Friday, 28 August 2026 at 4:00 P.M. CDT.
