About this opportunity

The Naval Facilities Engineering Command is procuring an unrestricted, competitive Firm-Fixed-Price Indefinite-Delivery, Indefinite-Quantity Job Order Contract for construction services, including renovation, repair, maintenance, replacement, alteration, and demolition projects with specialty trades such as electrical, mechanical, painting, paving, flooring, roofing, HVAC, and fire suppression systems. Evaluation will be conducted using a tradeoff analysis considering price and four equally-weighted non-price factors: Experience (demonstrated through three to five recent and relevant projects valued between $50,000 and $15,000,000), Management Approach, Safety, and Past Performance assessed via CPARS evaluations or Past Performance Questionnaires. Key requirements include registration in the System for Award Management and, for non-U.S. vendors, the Joint Contingency Contracting System; submission of three years of financial statements and evidence of $3 million bonding capacity; and performance guarantees of 10 percent for task orders exceeding $150,000. The current proposal due date is April 7, 2026, with pre-proposal inquiries required by March 11, 2026. Offerors must acknowledge receipt of all three amendments (issued March 13, 18, and 27, 2026) in their proposals.

No set-aside designation has been applied to this solicitation. The incumbent contractor is Kellogg Brown & Root Services, Inc. The contract carries a maximum value of $75,000,000 with a guaranteed minimum of $5,000, structured as one 12-month base period, four 12-month option periods, and a potential six-month extension for a maximum duration of 66 months, whichever occurs first. Individual task orders typically range from $2,000 to $8,000,000, with per-order limits between $5,000 minimum and $15,000,000 maximum. Performance will be in Djibouti at Naval Support Activity Camp Lemonnier and Chabelley Air Field, as well as U.S. Government-controlled sites throughout Somalia.
