About this file
This document is a Questions and Answers (Q&A) file addressing 36 pre-proposal inquiries related to a Joint Contingency Contracting (JOC) indefinite-delivery/indefinite-quantity (IDIQ) contract for construction and facility management services in Djibouti and Somalia. The contract has a maximum value of $75,000,000 with a guaranteed minimum of $5,000, and is being awarded by AFRICOM. The incumbent contractor is Kellogg Brown & Root Services, Inc. Key contractual requirements include: a $3,000,000 bonding requirement (not 10% of contract value); Task Orders exceeding $150,000 require performance guarantees or bonds equal to 10% of the specific task order value within 10 days of issuance, with extensions permitted for overseas processing delays; use of bare-cost R.S. Means data with location-specific coefficients for Djibouti and Somalia pricing; discovery of previously unidentified hazardous materials triggers modification authority for associated costs and schedule impacts; and the Djibouti JOC contract falls under the current Status of Forces Agreement (SOFA), while no SOFA-like agreement exists with Somalia.
Proposal submission requirements and evaluation criteria include: submission of three recent and relevant projects valued between $50,000 and $15,000,000 each; most recent CPARS evaluations only (not all historical evaluations); up to five full copies of performance recognition documents excluded from page count; organizational charts excluded from the 10-page Management Approach limit; subcontractor safety evaluation plans required regardless of initial intent to use subcontractors; an approach to staffing key personnel (not necessarily resumes); and JCCS registration acceptable post-IDIQ award for non-U.S. subcontractors. All representations and certifications must be completed in the System for Award Management (SAM) rather than on the solicitation document. Additional pre-proposal responses are forthcoming.

1. Reference: 4. For purposes of this evaluation, a relevant project is defined as an effort involving the same or similar scope and magnitude of effort and complexities this solicitation requires.
Prior projects must at a minimum demonstrate: a. A total value of no less than $50,000. (If a project was awarded in a currency other than US dollars, the offeror must convert the non-US dollar currency into US dollars using the appropriate exchange rate as of the day the contract for the submitted project was awarded)
Q: What is the maximum $ value that the govt would consider relevant?
a. The maximum dollar value the government would consider relevant is $15,000,000.00.
2. Please clarify whether Task Order pricing using R.S. Means pre-priced line items will require application of any specific R.S. Means City Cost Index, location factor, or equivalent adjustment for Djibouti and Somalia, or whether all location-related cost differences are intended to be captured solely through the separately proposed Djibouti and Somalia coefficients in Attachment B.
a. Use the bare cost data in RS Means. If a contractor feels that an area cost factor applies, then it should be included in the coefficient that the contractor proposes with their bid.
3. “Discovery of hazardous materials can result in immediate work stoppage and delay: If the
""Contractor disturbs material not previously identified in the Task Order RFP, which may be hazardous to human health during construction operations, the Contractor must stop that portion of work and notify the Contracting Officer immediately. Within 14 calendar days, the Government will determine if the material is hazardous” Offerors require clarity on cost and schedule responsibility during the investigation and resolution period.
Please confirm that discovery of previously unidentified hazardous materials will result in a Task Order modification covering all associated costs and schedule impacts, including delays incurred while awaiting Government determination.
a. Confirmed. Discovery of previously unidentified hazardous material may result in a modification covering associated costs and schedule impacts.
4. Overseas banking and surety processes may require additional processing time beyond standard domestic timelines. Clarification is needed to ensure compliance without unnecessary default risk.
For Task Orders exceeding $150,000, performance guarantees or bonds are required within ten
(10) days of issuance. Please clarify whether extensions may be granted when overseas banking or surety processing timelines exceed this period.
a. Extensions may be granted, provided the incumbent contractor can demonstrate good faith efforts are being made to obtain required guarantees and/or bonds.
5. For a project identified under Factor 1 that has multiple CPARS evaluations available, please clarify whether the Offeror is required to submit only the most recent (latest) CPARS evaluation, or all CPARS evaluations associated with that contract within the five‑year recency period.
a. Only the most recent CPARS evaluation is required to be submitted.
6. "Page 16 of 50, paragraph stating:
“Also include performance recognition documents received within the last 5 years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.”
Please clarify if these documents are required to be submitted as full copies of the documents, or whether a summary list identifying the documents is sufficient. Please also confirm that these are excluded from page count."
a. Please submit up to five full copies of performance recognition documents received within the last five years. These pages are excluded from the page count.
7. Please confirm that PPQs and CPARS are excluded from page count.
a. Confirmed. PPQs & CPARS are excluded from page count.
8. Will the Government allow smaller font (9 pt) size for graphics and tables?
a. Confirmed, the government will allow a minimum of 9 pt font only for graphics and tables.
9. What are font and margin instructions for Past Performance section?
a. The standard CPARs printouts and/or the font size included in the PPQ form are acceptable.
10. Please confirm that offers should use the format and layout provided in attachment C versus 1 inch margins as stated in solicitation submittal requirements.
a. See revised Attachment C.
11. There are line breaks in the template provided.
Will the Government allow Contractors to remove line breaks in order to save space?
a. Contractors may remove line breaks in order to save space.
12. The Beneficial Occupancy Date (BOD) is missing from Attachment C.
Will the government provide an updated/revised template?
a. See revised Attachment C.
13. Will asbestos abatement services be required in the performance of the JOC contract in Djibouti and/or Somalia?
a. Asbestos-related work may arise under individual Task Orders, but it is not stated as a blanket requirement for all work. The RFP says the Task Order RFP should identify friable and non-friable asbestos when known. It also includes insurance requirements for projects requiring asbestos removal, which confirms asbestos work is possible under the contract when identified.
14. Regarding JCCS Registration for all Non-U.S. team members including subcontractors, would it be acceptable for subcontractor partners to complete JCCS registration post-IDIQ award or at the Task Order award level? This would allow offerors to source suitable subcontractor partners if a subcontractor does not receive a satisfactory rating within JCCS.
a. Confirmed, it would be acceptable for subcontractors to complete JCCS registration post IDIQ award.
15. Regarding JCCS Registration for all Non-U.S. team members including subcontractors, this requirement is new to several teammates and the deadline of March 24 will not be sufficient for partners to complete the JCCS registration. Would the Government consider extending the due date by two weeks or allowing subcontractors to complete this requirement post-award?
a. Proposal due date has been extended.
16. Please clarify what an acceptable response for this requirement includes: How offeror will meet the contract requirements for key personnel identified in Section C.2.6. Does the Government require an approach to staffing key personnel positions or resumes?
a. The government requires an approach to staffing key personnel.
17. Confirm bonding requirement is $3M and not 10% of total contract value, which would be $7.5M?
a. Confirmed bonding requirement is $3M, not 10% of total contract value.
18. Should Section 00 45 00 Reps and Certs be completed and included in the Price Volume?
a. In accordance with the Provision 52.204-7 System for Award Management-Registration, the Offeror shall have an active Federal Government contracts registration in the System for Award Management (SAM) when submitting an offer or quotation in response to this solicitation and at the time of award. Offers shall complete all reps and certs in SAM in lieu of completing them on the solicitation document.
19. Should Section 00 70 00 Conditions of Contract be completed and included in the Price Volume?
20. Please provide a list of current incumbent contractors.
a. The incumbent contractor is Kellogg Brown & Root Services, Inc
21. Are offerors to respond to the requirements of the Pre-Award Survey & Responsibility Determination Section 00 21 16? If so, please indicate which Volume this information should be included?
a. Contractors are required to respond to the requirements of the Pre-Award Survey & Responsibility Determination. Please include this information in the Price Volume.
22. Could you confirm if the work includes the Chabelley base?
a. Please refer to solicitation attachment
"CLDJ_JOC_Description_Specification_Work_Statement - Final"
23. Is it possible to submit the proposal by email?
a. Please refer to solicitation section 00 21 16 for proposal submission instructions
24. Will the Djibouti JOC contract fall under the current SOFA agreement?
a. Yes.
25. Are there any defense or SOFA-like agreements with Somalia that may involve tax exemptions?
a. United States does not maintain SOFA-like agreement with Somalia.
26. The solicitation states the contract has a maximum value of $75,000,000 and a guaranteed minimum of $5,000. Please confirm: is the $5,000 guaranteed minimum applicable to the entire contract life (all periods combined), or is there a separate minimum per ordering period?
a. Refer to solicitation section 00 10 00, item number 1.
27. The offeror is a U.S. firm (Minnesota LLC). Does the requirement for JCCS registration apply to U.S. prime contractors, or is it strictly for non-U.S. team members and subcontractors performing work in the AFRICOM AOR?
If a U.S. prime contractor utilizes local national labor or non-U.S. subcontractors in Djibouti or Somalia, is JCCS registration required for those specific team members prior to proposal submission?
a. Refer to solicitation section 00 21 16, item number 3.
28. Factor 1 requires a minimum of three (3) recent and relevant projects with a total value of no less than $50,000 each. For a newly registered small business with completed projects valued between $50,000 and $250,000, will such projects be considered 'relevant' even if the contract type was a fixed-price commercial (non-federal) contract? Please clarify the acceptable contract types.
a. Projects between $50,000 - $250,000 may be considered relevant if it involved the same or similar scope and magnitude of effort and complexities this solicitation requires.
Acceptable contract types are described in Factor 1 – Experience
29. The Management Approach narrative is limited to 10 pages. The organizational chart is required as part of this volume. Will the organizational chart count toward the 10-page limit, or is it considered a separate exhibit? Please clarify.
a. The organizational chart will not be counted in the page count for Factor 2.
30. The price proposal requires a letter from the offeror's surety verifying at least $3M aggregate bonding capacity. Please confirm: is this letter required at proposal submission, or only upon award? Additionally, will a letter of intent from a surety (rather than a confirmed bond commitment) be acceptable?
a. Letter from an offeror's surety is required at proposal submission.
31. For task orders exceeding $150,000, a Performance Guarantee Letter (notarized, equal to 10% of contract total) or Performance & Payment Bonds are required within 10 days. Please clarify: does '10% of contract total' refer to the specific task order value, or the overall IDIQ contract ceiling of $75,000,000?
a. 10% of the task order value. See revised solicitation.
32. Factor 4 requires CPARS evaluations for prior projects if available, or Past Performance Questionnaires (PPQs) otherwise. For a newly formed entity with no federal contract history, will the Government assign a 'Neutral Confidence' rating without penalizing the offeror, in accordance with FAR 15.305(a)(2)(iv)? Please confirm the evaluation approach for offerors with no prior CPARS records.
a. Refer to solicitation SECTION 00 21 16, Evaluation, Para. D, Item 6
33. The Coefficient Schedule requires offerors to provide separate pricing coefficients for Djibouti and Somalia. Given the vastly different logistical, security, and supply chain realities between Camp Lemonnier and U.S. Government-controlled sites in Somalia, what specific City Cost Index (CCI) within the R.S. Means Cost Data should offerors assume as the baseline before applying our location-specific coefficients? Alternatively, is the offeror's coefficient expected to absorb 100% of the geographic and security disparity relative to the standard R.S. Means national average?
a. Use the bare cost data in RS Means. If a contractor feels that an area cost factor applies, then it should be included in the coefficient that the contractor proposes with their bid.
34. Will the Government consider increasing the page count to 3 pages per project?
a. The page count will not be increased.
35. The Safety Narrative is limited to two (2) pages. The solicitation states that failure to submit a plan to evaluate subcontractor safety will be deemed a deficiency. Please confirm: if the offeror does not intend to use subcontractors initially, will a general subcontractor safety evaluation framework still be required to avoid a deficiency rating?
a. Contractors are required to submit their subcontractor safety evaluation plan, regardless of their initial intent.
36. Please confirm which annual R.S. Means edition will govern Task Order pricing when a Task
Order RFP is issued in one pricing year, but negotiations and/or award occur after release of the next annual edition or after 31 January.
a. The most current edition of R.S. Means would be applicable at the time of task order award.
