About this opportunity

The Air Force Research Laboratory is soliciting technical and cost proposals to develop and demonstrate Human-Machine Teaming (HMT) concepts that leverage artificial intelligence and automation capabilities to support Battle Managers in achieving decision advantage within the Advanced Battle Management System (ABMS) framework. Contractors must develop and deliver a working Minimum Viable Product (MVP) with associated lessons learned by integrating software tools as containerized services via well-defined APIs with a government-owned Digital Assist Orchestrator, with success measured by successful live integration, functional relevance to targeted decision functions (Plan and Act Effectively, Measure and Evaluate Fit, or Generate Battle Management Courses of Action), and contribution to human-machine team performance. Key requirements include development of a Statement of Work as part of the proposal submission, retention of all intellectual property by contractors, and all contractor personnel must hold a minimum Tier 1 background check (SF85), with U.S. citizenship required for personnel needing access to USAF bases or U.S. Government IT networks. The government will evaluate proposals based on the delivery of a working MVP and lessons learned documentation rather than specific performance metrics alone. Proposals are due electronically by March 14, 2026, at 5:00 PM Wright-Patterson Air Force Base local time, with award notification anticipated on or about March 24, 2026.

This is an unrestricted solicitation with no set-aside designations, and no incumbent contractors or current contract holders are identified. The estimated total program cost is $600,000 with a maximum of $100,000 per selected offeror, with the Air Force reserving the right to award one or more contracts or none based on offeror performance and funding availability. The Multi Decision Advantage Sprint for Human-machine teaming (MASH) event will occur over a two-week period from May 4-15, 2026, representing the primary performance timeline for this effort. The event will be held at the Howard Hughes Operations (H2O) Center in Las Vegas, Nevada, where selected contractors must demonstrate live, functional integration of their software tools with the government's simulation environment and digital infrastructure. All work is unclassified, and the government desires unlimited rights in technical data, computer software, and documentation, with customary commercial licenses retained for commercial software components.

The Joint All Domain Persistent Adaptive Collaborative Technologies Project is Human-Machine Teaming (HMT) concepts that leverage AI/Automation capabilities to support Battle Mangers. C2 Decision Advantage Events provide support for ABMS Transformational Model Battle Management and an opportunity to learn about and explore many different AI/automation approaches for Battle Management. Furthermore, the events and R&D aim to ensure warfighter involvement in the development of AI/autonomy and further identify areas where autonomy would support Battle Managers. The goal is to include industry to ensure work being done to develop and adapt the latest, cutting-edge AI/automation approaches can be leveraged and adapted to the needs of Battle Managers. This will be accomplished by seeking unique and innovative solutions to accomplish the defined technical requirements.

The Combined Joint All-Domain Command and Control (CJADC2) Campaign Plan 2030 defines decision advantage as the ability to consistently make better, timelier decisions than the adversary. Current DAF command and control (C2) systems and processes are optimized for low intensity conflict and do not address decision advantage over the pacing challenge. Deriving effective C2 capability development toward decision advantage requires a clear understanding of what C2 decisions are. The DAF Advanced Battle Management System (ABMS) Cross Functional Team (CFT) provides a quantitative model for the Joint Warfighting Function of C2 as the Command, Plan, and Battle Management decision domains. Each of these decision domains are decomposed in the Transformational Model for Decision Advantage (TM) using model-based systems engineering which bring these C2 decisions to light in a detailed manner.

The Multi Decision Advantage Sprint for Human-machine teaming (MASH) is tentatively scheduled for 4 May– 15 May 2026 at the Howard Hughes Operations (H2O) Center in Las Vegas, NV. An “Ask Me Anything” for this event is planned to occur prior to the event. Participants will be limited based on resource and space constraints, and selected participants will be notified by 24 March 2026.
