About this file

This file is a Questions and Answers (Q&A) document for the Multi-Decision Advantage Sprint for Human-machine teaming (MASH) Call 01 under the Joint All Domain Persistent Adaptive Collaborative Technologies II (JADPACT II) Broad Agency Announcement (BAA FA238426SB004), issued by the Department of the Air Force Materiel Command Research Laboratory. The MASH event is tentatively scheduled for May 4-15, 2026, at the Howard Hughes Operations (H2O) Center in Las Vegas, Nevada. The solicitation seeks innovative Human-Machine Teaming (HMT) concepts that leverage artificial intelligence and automation capabilities to support Battle Managers in achieving decision advantage as defined in the Combined Joint All-Domain Command and Control (CJADC2) Campaign Plan 2030. Success will be measured by a working Minimum Viable Product (MVP) and associated lessons learned rather than specific performance metrics. The scenario focus centers on Control and Reporting Center/Contingency Response Element (CRC/CRE) Battle Management operations.

Proposals are due on March 14, 2026, at 5:00 PM Wright-Patterson AFB local time in this one-step Closed Call format. Required submissions include technical and cost proposals, along with attachments: Appendix 2 (Security Program Questionnaire), Appendix 3 (Research and Related Senior and Key Personnel Worksheet), Appendix 4 (AFRL Privacy Act for Covered Individuals), and Attachment 4 (Representations and Certifications). A Statement of Work (SOW) is required for evaluation of effort proposed. Resumes and facilities/resources information may be included as non-counted attachments and need not adhere to standard font and spacing requirements, though organization charts must not include personnel names. Participation is open to all interested vendors, not limited to prior DASH event participants or existing cohort members. The government does not foresee funding problems at this time, though fund availability and successful negotiations remain prerequisites for award.
