About this file

This is a Privacy Act Statement form issued by the Air Force Research Laboratory (AFRL) for use in federal grant, cooperative agreement, contract, and Other Transaction Agreement solicitations.

The statement establishes the legal authority, purpose, and routine uses for collecting personal information from individuals and institutions submitting proposals to AFRL. Information collected may be used to process, investigate, and maintain records for federal research and development awards, ensuring funds are awarded to responsible parties. The collected data may be shared with contractors, grantees, experts, consultants, and others performing work on federal contracts or grants, as well as with law enforcement authorities when violations of law are suspected. The statement references multiple statutory authorities including the Government Paperwork Elimination Act, CHIPS and Science Act, National Defense Authorization Acts, personnel security programs, and foreign ownership control or influence mitigation requirements. Providing information to the Department of the Air Force is voluntary; however, 42 U.S. Code § 6605 imposes mandatory disclosure requirements for federal research and development awards, with noncompliance subject to civil or criminal remedies, including rejection of applications. The form requires signatures and printed names from both a covered individual and the institution's authorized representative, along with the proposal title and institution name.
