About this file

This file is a Question and Answer document for the Joint All Domain Persistent Adaptive Collaborative Technologies II (JADPACT II) MASH Call 01 solicitation (FA238426SB005). The Q&A addresses 33 questions from potential offerors regarding proposal submission requirements, evaluation criteria, technical integration, and event logistics.

Key submission requirements include: proposals due March 14, 2026 at 5:00 PM Wright-Patterson AFB local time; technical and cost proposals required with Statement of Work; required attachments including Appendix 2 (Security Program Questionnaire), Appendix 3 (Senior and Key Personnel Profile), Appendix 4 (AFRL Privacy Act), and Reps and Certs; facilities and resumes may be submitted as non-counted attachments; resumes should not include personnel names, and names should be excluded from organizational charts. The government will evaluate based on a working Minimum Viable Product (MVP) and associated lessons learned rather than specific performance metrics. Participation is open to all interested vendors regardless of prior DASH event participation. The scenario focuses on Control and Reporting Center/Contingency response element (CRC/CRE) Battle Management operations. The MASH event is scheduled for May 4-15, 2026 at the Howard Hughes Operations Center in Las Vegas, Nevada.

Technical integration details include: government-provided documentation on the Digital Assist Orchestrator API and data formats will be made available to selected offerors prior to the event; sample data and expected streaming data formats will be provided but no sandbox or pre-event integration environment is planned; selected offerors may use contractor-furnished hardware, commercial internet access, and external resources during the event; remote technical support is permitted with limitations on live data streaming outside the facility; personnel may rotate or substitute on-site during the event; Tier 1 security clearance is required only for CUI access (the event is unclassified); U.S. citizenship is required for personnel needing facility or network access with no exceptions or waivers anticipated; and "Ask Me Anything" meetings will be held to address technical questions.
