About this file

This is a Representations and Certifications form that offerors must complete and submit with proposals to the Air Force Research Laboratory (AFRL) for broad announcement solicitations, including the Joint All Domain Persistent Adaptive Collaborative Technologies II (JADPACT II) opportunity. The form incorporates FAR and DFARS provisions by reference and requires offerors to make representations regarding various compliance and responsibility matters. Key representations include certifications regarding independent price determination, system for award management registration, annual certifications in SAM.gov, commercial entity codes, telecommunications and video surveillance equipment restrictions, tax compliance matters, cost accounting standards compliance, patent royalties, foreign procurement taxes, and multiple DoD-specific requirements such as safeguarding covered defense information, prohibition on certain foreign telecommunications equipment and services, specialty metals compliance, restrictions on employment in the People's Republic of China, cloud computing use, and technical data disclosure restrictions.

The form specifies that most representations and certifications should be completed in SAM.gov unless otherwise noted, with some provisions requiring fill-in information or specific disclosures from the offeror. Provisions apply conditionally based on contract value thresholds (such as those exceeding $600,000, $5.5 million, or $15 million), contract type, and acquisition category. The offeror must sign and date the form, certifying that any assertions left blank are current, accurate, and complete in the SAM.gov database. Failure to complete, sign, or submit required identifications and assertions may render an offer ineligible for award.
