About this opportunity
The Air Force Research Laboratory seeks innovative products, technologies, and services for Endless Forge, a Manufacturing-as-a-Service capability enabling rapid, adaptive, and scalable production of defense systems, with white papers due February 19, 2028, in an open period solicitation with no set-aside.
The procurement is organized into two Areas of Interest. AOI 1 focuses on digital thread technologies including model-based quality assurance and digital certification, modular integration and factorial manufacturing, IntelDevOps linking intelligence to engineering, software-defined manufacturing with AI, secure data exchange and zero-trust architectures, engines and subsystems development, and other emerging digital thread technologies. AOI 2 targets technology demonstration and operational leave-behind across four warfighting domains: attrition-tolerant mass and subsonic systems (sUAS, munitions, decoys), autonomous collaborative platforms, space systems and ground support equipment, and high-speed affordable weapons, with AOI 2 demonstration structured as a two-year development effort with gated milestones spanning design, manufacturing readiness review, factory network demonstration, and field operations.
Place of performance is Wright-Patterson Air Force Base, Ohio, with administrative oversight by AFRL Materials and Manufacturing Directorate (RX). The total program estimated cost is $149 million across fiscal years 2026–2030 ($3.5 million, $30 million, $50 million, $50 million, and $15.5 million respectively). The anticipated period of performance is approximately 36 months per award, with multiple awards expected. Awards will be issued as Other Transactions for Prototype, Cost-Plus-Fixed-Fee contracts, grants, cooperative agreements, or OT for Research based on proposal merit.
Eligibility is unrestricted; cost sharing is not required. Foreign participation is prohibited at the prime contractor level; only contractors registered with the Defense Logistics Agency may participate. Offerors must submit a certified DD Form 2345 due to ITAR and EAR export control requirements. AOI 2 may require TOP SECRET facility security clearance and Sensitive Compartmented Information access. White papers are limited to five pages and must be submitted electronically to Contracting Specialist Marina Papayanki with confirmation to Contracting Officer Travis Caudill. A virtual industry day was held March 26, 2026. Amendment 1, effective May 1, 2026, added 40 FAR clauses including cost accounting standards, small business subcontracting, labor standards, and equal opportunity requirements, and incorporated FAR 52.222-90 (DEI Discrimination by Federal Contractors). The contractor must maintain adequate accounting systems, comply with CMMC Level 2 cybersecurity maturity model certification, and implement Wright Research Site security requirements prohibiting photography, videography, and personal networks within AFRL facilities.

Update #8 · Latest ·
Endless Forge (EF) is Manufacturing as a Service (MaaS), an adaptive, surge-adaptive, resilient, and scalable manufacturing capability to enable US industrial base dominance. EF represents a new manufacturing paradigm, shifting away from vertically integrated and sequential value chains to adaptive and fast-acting regionalized production networks. If successful, EF will offer the DAF the ability to scale any weapon system at speed through a platform-agnostic approach that can respond to battlefield performance. AFRL is interested in innovative products, technologies, and services related to the attached areas of Interest (AOI).
