About this opportunity

The Air Force Research Laboratory (AFRL), 711 Human Performance Wing, is seeking research and development services focused on command and control (C2) concepts that enable artificial intelligence and autonomy through the Broad Agency Announcement for Joint All Domain Persistent Adaptive Collaborative Technologies II (JADPACT II). The procurement targets exploration of AI/ML/automation approaches and human-machine teaming (HMT) concepts to support warfighter decision-making through a series of Battle Management Decision Advantage Events. Key requirements include demonstrating understanding of C2 decision functions through unclassified military use case vignettes, submitting a Statement of Work not to exceed 5 pages, providing technical proposals limited to 5 pages, and ensuring all contractor personnel obtain a minimum Tier 1 background check (SF85) with U.S. citizenship verification for base and IT network access. Proposals will be evaluated primarily on technical merit, with cost and price realism as secondary evaluation criteria. This is a three-year BAA announcement (BAA Number FA2384-26-S-B004) with a due date of February 18, 2029, operating under a 1-step process where individual Closed Calls will be issued with specific details.

This procurement contains no set-aside designations and targets NAICS code 541715 (Research and Development in the Physical, Engineering, and Life Sciences) with a small business size standard of 1,000 employees. The estimated total program funding is $4.9 million across fiscal years 2026-2029, distributed as $1.2 million in FY26, $1.2 million in FY27, $1.3 million in FY28, and $1.3 million in FY29, though this represents an estimate and is not a contractual obligation. Awards may be made under any appropriate FAR contract type, Other Transactions for Prototype, grants, cooperative agreements, or Other Transactions for Research, with preference for firm fixed-price arrangements. Eligible offerors include unrestricted commercial entities, small businesses, and FFRDCs (subject to certain conditions); the Government seeks unlimited rights to technical data and software developed exclusively with Government funds. The primary deliverable is a Test Scientific and Technical Report (CDRL A001) due at the conclusion of each event, and all work will be performed at contractor facilities, with U.S. citizenship requirements limiting performance primarily to United States-based locations.

Notice text

The Joint All Domain Persistent Adaptive Collaborative Technologies Project is exploring command and control (C2) concepts that enable use of AI/autonomy. C2 Decision Advantage Events provide support for C2 associated decisions and an opportunity to learn about and explore many different AI/ML/automation approaches for C2. The events and R&D aim to ensure warfighter involvement in the development of AI/ML/automation and Human-Machine Teaming (HMT) concepts to further identify areas where autonomy would help warfighters.

Each event will have a Closed Call issued with details. Submitted proposals should reflect an understanding of the decision function, describe the potential product solution, and address coverage of the technical requirements by the potential solution. As part of “understanding of the decision function”, include an unclassified military use case (short vignette) that demonstrates the company’s/party’s understanding the decision function.
