About this opportunity
The Department of the Army Corps of Engineers National Capitol Region Humphreys Engineer Center Support Activity seeks firm fixed-price quotes for calibration and repair of Test and Measurement Diagnostic Equipment at Fort Belvoir, Virginia and Fort Bragg, North Carolina for the 249th Engineer Battalion, with quotes due September 15, 2026 at 1:00 P.M. ET. This is a women-owned small business set-aside for an unrestricted acquisition.
Performance includes calibration of over 100 distinct equipment items (39 types at Fort Belvoir, 31 at Fort Bragg) including Megger testers, Fluke analyzers, thermal cameras, multimeters, and specialized electrical testing equipment, with quantities ranging from 1 to 87 units per item. All calibration must comply with manufacturer specifications using reference standards traceable to ISO/IEC 17025 and ANSI/NCSLI Z540-1, with signed certificates and detailed test data provided for each item. Contractors may perform services onsite at either military installation, via mobile pickup and delivery, or through government drop-off and pick-up. The Government will provide 14 calendar days' notice before calibration due dates; failure to provide required notice relieves the contractor of responsibility for meeting specified dates. Mission-critical TMDE items require expedited calibration with 7–14-day turnaround where requested.
The base contract runs September 28, 2026 through September 27, 2027, with one optional one-year extension. Contract line items include CLIN 0001 (Fort Belvoir calibrations), CLIN 0002 (Fort Bragg calibrations), CLIN 0003 (routine repairs, not to exceed $35,000), and CLIN 0004 (repair quotes for out-of-scope work, not to exceed $5,000). Routine calibration-related repairs must be included in the applicable calibration CLIN price; out-of-scope repairs require written Government approval before work commences. Award will be made on a lowest-price-technically-acceptable basis to offerors meeting all Performance Work Statement requirements. NAICS code is 811210; PSC is J036. Prevailing wage rates apply per Wage Determination 2015-4281 Revision 39 (Virginia) and 2015-4377 Revision 34 (North Carolina). FAR clauses 52.215-22 and 52.215-23 (pass-through charges limitations) apply. Amendments 1–4 have been issued; Amendment 3 (September 14) clarified calibration due-date notice and on-site service expectations; Amendment 4 (September 15) addressed documentation and photographic specifications.
