Summary: Register of Wage Determinations Under the Service Contract Act

This document is a Register of Wage Determinations issued by the U.S. Department of Labor, Employment Standards Administration, Wage and Hour Division for North Carolina Counties of Cumberland and Hoke (Wage Determination No. 2015-4377, Revision 33, effective 8/20/2026). It establishes prevailing wage rates and fringe benefits applicable to federal service contracts performed in the specified geographic area.

The determination lists prevailing hourly wage rates across 32 occupational categories spanning administrative, automotive service, food preparation, furniture maintenance, general services, health, information and arts, information technology, instructional, laundry/dry cleaning, machine tool operation, materials handling, mechanics and maintenance, personal needs, plant and system operations, protective services, recreation, stevedoring, technical, and transportation occupations. Wage rates range from $11.72 per hour (Waiter/Waitress) to $51.11 per hour (Air Crew Training Devices Instructor-Rated, Flight Instructor, Maintenance Test Pilot, and similar aviation roles). All listed occupations receive fringe benefits of $5.92 per hour for health and welfare (or $5.42 per hour under Executive Order 13706 for paid sick leave purposes), plus vacation accrual of two weeks after one year and three weeks after eight years of service, and a minimum of eleven paid holidays annually. Special provisions apply to computer professionals (exempt from wage determination under specified conditions), air traffic controllers and weather observers (night and Sunday pay differentials), hazardous duty positions (4-8% pay differentials), and uniform allowances ($3.35 per week for cleaning and maintenance). The determination incorporates the Service Contract Act Directory of Occupations standards and establishes procedures for conformance requests using Standard Form 1444 when unlisted classifications are required.
