About this file

This is a Questions and Answers document (Amendment 2) for federal solicitation W912HQ26QA031, addressing clarifications on calibration services and repair pricing for equipment maintenance at Fort Belvoir and Fort Bragg.

The document clarifies four key contracting issues. First, the VON Corporation Model C-1 Portable DC Tester must be calibrated onsite at Fort Belvoir only, as it is mission-critical and cannot be removed from service for extended periods. Second, contractors must provide separate pricing for repair quotation preparation in addition to repair expenses—these are not included at no charge. Third, for repair CLINs 0003 and 1003 (designated as Firm Fixed Price), contractors should quote prices for routine, in-scope repairs included within the calibration scope, while out-of-scope repairs require Government approval via separate quote submission. Fourth, routine calibration-related repairs are defined as minor corrective actions necessary to bring equipment into tolerance per manufacturer specifications, and these costs must be included in the applicable CLIN 0003 calibration price. Out-of-scope repairs—including substantial component replacement, damage remediation, or work beyond manufacturer calibration standards—require submission of a deficiency list, itemized repair quote, and estimated additional time, with no work commencing until written Government approval is obtained.

Solicitation # W912HQ26QA031

Amendment 2

Questions and Answers

1. VON Corporation Model C-1

The Fort Belvoir equipment list identifies the VON Corporation Model C-1 Portable DC Tester as requiring “onsite calibration.” PWS Section 3.4 also permits calibration through mobile pickup/delivery or Government drop-off/pick-up at the contractor’s facility. Please confirm whether the Model C-1 must specifically be calibrated onsite at Fort Belvoir, or whether it may be transported to and calibrated at the contractor’s calibration facility.

Answer: This specific piece of equipment must be tested onsite at Fort Belvoir. This equipment is mission critical and cannot be removed from service for an extended period to support offsite calibration. Any extended removal from service for calibration would directly impact mission readiness.

2. Repair Quote and Repair Expense pricing

The PWS equipment schedules identify both “Request for Repair Quote” and “Repair Expenses” for Fort Belvoir and Fort Bragg. The provided Price Breakdown Per Item worksheet appears to include Repair Expenses but not a separate Request for Repair Quote line. Please clarify whether preparation of repair quotations is intended to be included at no separate charge, or whether a separate price should be included for this activity.

Answer: Yes, a separate quote/ price will need to be provided to the Government.

3. Repair CLIN 0003 and Option CLIN 1003

The solicitation identifies the repair CLINs as Firm Fixed Price, while major out-of-scope repairs require Government approval and contract action under PWS Section 3.8. Please clarify what amount the Government expects offerors to enter for CLINs 0003 and 1003. Specifically, should these CLINs represent a predetermined Not-to-Exceed repair allowance, an estimated amount for evaluation purposes, or another pricing methodology?

Answer: If the repairs are out-of-scope, the contractor will provide a repair quote to the Government. The Government will then make the assessment if the item will be repaired or replaced after further analysis.

4. Routine versus out-of-scope repairs

Please clarify the distinction between “routine repairs in accordance with manufacturer calibration standards” under CLIN 0003 and repairs considered out-of-scope under PWS Section 3.8. We want to ensure our quoted calibration prices and repair allowance are structured consistently with the Government’s intent.

Answer:

Routine, calibration-related repair=Minor corrective actions necessary to bring an item into tolerance or complete calibration in accordance with the manufacturer’s specifications and the contract’s calibration standards.

Include in the applicable CLIN 0003 calibration price, consistent with the solicitation.

Out of scope repairs=Repairs beyond the manufacturer’s calibration standards and the contract—e.g., substantial component replacement, damage remediation, or corrective work that is not normally integral to calibration.

Provide a deficiency list, itemized repair quote, and estimated additional time. Do not begin work until a Government POC provides written approval.
