About this file
This appendix specifies minimum qualifications for in-house primary key personnel and consultants required for a national cemetery construction project. All key personnel must demonstrate satisfactory expertise in their respective architectural and engineering disciplines, with the Contracting Officer having authority to require replacement of any individual deemed unacceptable.
The appendix details 23 personnel categories with specific experience and credential requirements. Senior and Regional Project Managers require 10 years of experience as Project Managers with professional licensure (Architect, Landscape Architect, or Engineer), advanced contract administration expertise, and knowledge of national cemetery construction methods. Design architects need 10 years of cemetery facility design experience with LEED Silver certification and familiarity with applicable building codes (UBC, NFPA 101, UFAS, ADA). Engineering disciplines specified include Civil Site/Sanitary, Electrical, Mechanical, and Structural Engineers—each requiring 10 years of experience, bachelor's degrees in their respective fields, and specialized knowledge of relevant codes and standards. Support roles include Cost Estimators (10 years), Interior Designers (10 years, LEED Silver experience), Construction Inspection/Specifications specialists (10 years), Environmental Engineers (10 years), and Historical Preservation specialists (10 years, registered architect). Specialized roles with 5 years of experience include Cemetery Planner, Plumbing Engineer, Landscape Architect, Irrigation Engineer, LEED Accredited Professional, Geotechnical Engineer (10 years), and Land Surveyor (10 years). Fire Protection Engineers require only 2 years of experience in specific areas including NFPA codes application, sprinkler and fire alarm system design, and acceptance testing.
