Place of performance covers the River Springs Office Apartment in Antonito, the Creede Assistant Ranger Dwelling in Creede, and the South Fork Bunkhouse Cabin in South Fork, all in Colorado. Work runs from October 30 through December 30, 2026, per the latest SOW update. Quantities include 60 square feet of bathroom vinyl flooring at South Fork; 1,000 square feet of drywall texture, 250 square feet of popcorn ceiling, 250 square feet of drywall walls, 25 square feet of compound patches, and 25 square feet of friable window glaze on 10 exterior windows at River Springs; and 1,250 square feet of drywall walls and ceilings combined at Creede. Replacement materials include Level 4 drywall finish per GA-214, tongue-and-groove or engineered wood flooring, and non-asbestos glaze, all matching existing conditions. An independent third party must perform post-abatement air clearance testing.
The contractor must be a Colorado-Certified General Abatement Contractor, with a Colorado-Certified Competent Person overseeing all asbestos work. All workers must hold EPA and OSHA certification under 40 CFR Part 61 Subpart M and 29 CFR 1910.1001. The contractor obtains State of Colorado permits, selects a licensed asbestos landfill, and pays associated fees. Davis-Bacon wage determination CO20260001 (Building) applies.
The estimated magnitude is $100,000 to $250,000. The award is a single firm fixed-price contract. A mandatory bid guarantee of 20 percent of the total offer price, not to exceed $3 million, is due with the offer on Standard Form 24. Performance and payment bonds at 100 percent are due within 10 calendar days after award on Standard Forms 25 and 25A. The contractor begins performance within 10 calendar days of notice to proceed, and offers remain firm for 60 calendar days from the due date.
Award is based on best value, weighing technical approach and price. The technical submission is a 2 to 4 page approach plus a construction schedule Gantt chart, and pricing is entered on the Schedule of Items spreadsheet, with mobilization and drywall work priced as lump sums. Quotations must include the offeror's UEI and company name. Offerors must acknowledge Amendment 0001 before the deadline.
