About this file

This is a Questions and Answers document for federal contract 1240L27Q0010, an RGNF Asbestos Mitigation project. The document addresses eight clarifications issued via Amendment 0001 regarding scope, scheduling, wage determinations, and pricing procedures.

Key clarifications include: Schedule of Items line 2 (South Fork) should reflect 60 SF of bathroom vinyl flooring rather than roofing removal; costs for drywall replacement, painting, wood flooring, and air clearance should be included in lump-sum pricing submitted via items 3 and 9; the correct wage determination is CO20260001 (Building) rather than the initially provided CO20260012 (Highway); performance dates are 30 October – 30 December 2026; friable asbestos-containing window glaze removal involves 10 exterior windows at the River Springs Office Apartment (4 on front, 2 on each of three remaining sides), all accessible by standard folding ladder with tops no more than 10 feet from ground; item numbering has been corrected so drywall work is properly designated as item 9; mobilization (item 1) should be priced as a lump sum; and site visit attendance should be confirmed via email to Contracting Officer Representative Chas Hammond at chas.hammond@usda.gov or (719) 852-6207. A revised Schedule of Items was to be attached via amendment. This document does not contain specific pricing, response deadlines, or award information.

Question and Answers

1. Schedule of Items line 2 (South Fork) reads "Remove existing asphalt shingle roofing system to deck," while the SOW and testing report list 60 SF of bathroom vinyl flooring. Which is correct?

A. Total should be 60SF of Bathroom Vinyl Flooring (SOI – Amend 0001)

2. The Schedule of Items has no lines for drywall replacement, painting, wood flooring or air clearance. Should those costs be included in the existing line items?

A. While not broken out to reflect those items, your pricing, submitted as a LS, can reflect those cost elements. Pricing should be submitted via items 3 and 9, respectively.

3. The attached wage determination (CO20260012) is a Highway determination with no asbestos worker, drywall finisher or brush painter classifications. Will a Building wage determination be issued?

A. Correct WD, CO20260001 provided/attached. (Amend 0001)

4. The SOW lists a start date of October 30th and the solicitation lists November 1st. Which date applies?

A. Block 10 - Correct dates of Performance are 30 October – 30 December 2026

5. The testing report and SOW identify approximately 25 sq. ft. of friable asbestos-containing window glaze, but we could not find an exterior window count or the approximate location of the affected windows. Could you please provide:

Q. The number of exterior windows requiring glaze removal; and A. There are 10 windows. The square footage is not of the windows themselves but the amount of glaze associated with the total number of windows. Added to SOW, River Springs Office Apartment. (Amend 0001)

Q. The approximate side/elevation or location of each affected window.

A. The windows are all reachable by a standard folding ladder and the tops of the windows are not more than 10 feet from the ground, possibly not more than 8 feet. There are 4 windows on the front of the building and 2 on each of the remaining 3 sides. The building is a single level and quite small. Added to SOW, River Springs Office Apartment (Amend 0001)

6. Two items are numbered 8 (Kitchen/Dining Room/Bedroom #1 and #2 Drywall Walls and Ceilings, 1000; Bathroom Drywalls and Ceilings, 250), and there is no Item 9. Please confirm that the second is Item 9 and that both are to be priced.

A. Numbering sequence has been corrected to reflect item 9. A revised Schedule of Items will be attached via the amendment. (Amend 0001)

7. Item 1, Mobilization, shows quantity 0 LS. Please confirm how the Government wants it priced.

A. Mobilization should be processed as a Lump Sum. (Amend 0001 - See attached Revised

SOI)

8. Site visit. Please confirm that the visit is still set for October 20, 2026 at 10:00 a.m. MDT. The notice lists River Springs, 24110 State Highway 17, Antonito, first, so please also confirm where it starts, the arrival times for Creede and South Fork, and any attendee registration the Government requires.

A. The solicitation indicates:
