About this opportunity
The USDA Forest Service seeks a single contractor to perform general maintenance, repair, and construction work across multiple facilities at Inyo National Forest in California, with sealed offers due October 27, 2026 at 12:00 PM Pacific Time. This is a Total Small Business set-aside; the applicable small business size standard is $45.0 million.
Place of performance spans seven locations throughout Inyo National Forest: Lone Pine, Independence, Bishop, Toms Place, Mammoth Lakes, Crestview, and Lee Vining, California. The period of performance is 1,095 calendar days from November 16, 2026. Work encompasses eight primary categories: exterior and interior painting, roofing repair and replacement, carpentry (decks, stairs, cabinetry, windows, doors), flooring (carpet and luxury vinyl plank installation), plumbing (fixture replacement and utility lines), electrical (lighting and service pedestals), site work (concrete trailer pads and walkway repairs), and specialty work (pellet stoves, ventilation, pest exclusion). The scope includes 33 buildings across barracks, fire stations, ranger stations, recreation facilities, houses, cabins, bathhouses, and trailer pad construction with associated water, sewer, and electrical services. One building (1025 Lee Vining Small House) requires historic preservation compliance with hand scraping and SHIPPO requirements. The contractor must supply all labor, equipment, supplies, and transportation except items explicitly furnished by the Government.
Estimated contract value is $1.0 million to $5.0 million. This is a firm fixed-price commercial construction acquisition under FAR Part 12. Prevailing wage rates apply per Department of Labor General Decision, effective July 30, 2026, with rates varying by trade and county (Inyo, Kern, Mono). Performance and payment bonds are required. Contractor must obtain and maintain all necessary licenses and permits, including an MSPA Card (Form WH510) if required by the Department of Labor. A detailed project timeline must be submitted within two weeks of award; project submittals and work commencement require three weeks' advance notice. Offerors must visit all project sites prior to bidding to determine full scope; omitted site visits do not constitute grounds for contract adjustments. Site visits are scheduled for October 7–8, 2026, and are highly encouraged but not mandatory.
Offerors must submit sealed offers in one copy with signed SF 1442, Attachment 2 Schedule of Items with pricing for base and all options, technical approach, and past performance documentation covering a minimum of five relevant projects from the past three years. Evaluation criteria are technical approach, past performance (acceptable or neutral rating required), and price. Award goes to the highest technically rated offeror with fair and reasonable pricing. NAICS code is 236220 (Commercial and Institutional Building Construction); PSC code is Z1FB (Maintenance of Recreational Buildings). Questions are due October 20, 2026 at 12:00 PM Pacific Time. Contracting officer is Janet K. Paul (paula.sales@usda.gov and pps.proposals@usda.gov).
