About this opportunity

The 460th Contracting Squadron at Buckley Space Force Base, Colorado, is soliciting quotes for asbestos survey services on behalf of the 460th Civil Engineer Squadron, with quotes due December 7, 2026 and technical questions due November 13, 2026. The Set Aside line reads "No Set-Aside Used," and the solicitation is issued by the Department of the Air Force Space Command.

Work is performed at Buckley Space Force Base, Aurora, Colorado 80011, and is exclusively for base in-house personnel performing building maintenance. Contractors performing contracted work on base must supply their own Certified Asbestos Building Inspector (CABI). The CABI must be certified by the Colorado Department of Public Health and Environment and meet 25-7-507, C.R.S., and Air Quality Control Commission Regulation No. 8, Part B, with a minimum of 40 hours of experience managing Regulated Asbestos Contaminated Soils. The 460 CES/CEIE Toxics Program Manager reviews credentials before contract award per the solicitation and before work begins per the Performance Work Statement (PWS). Work must comply with OSHA standards and EPA NESHAP (40 CFR Part 61, Subpart M). Excavation requires AF Form 103 work clearance permits, and the contractor must comply with base security, including employee background checks and restricted area access protocols.

The contract is firm fixed price with a base period and four option years, covering December 18, 2026 through December 18, 2031. Three line items each carry a maximum ordering ceiling of $350,000: routine asbestos surveys and bulk testing (up to 20 samples per call-out), independent asbestos abatement air monitoring with daily and weekly reporting, and emergency call-out response requiring two-hour on-site response. Historical demand averages 14 projects annually, ranging from 10 to 18 call-outs. Routine call-outs require response within seven business days, and written reporting is due within ten business days.

The Government intends to award two holders the lowest-priced technically acceptable offers under a phased evaluation, ranking price first and then evaluating the technical approaches of the two lowest-priced quotes. The Government intends to award without discussions but reserves the right to conduct exchanges. Orders under the multiple-award Blanket Purchase Agreement are awarded on best value, except emergency responses, which go to the first respondent. Quotes must include a cover letter with five-year total price, a completed pricing sheet, and a technical approach schedule, with a maximum of 10 pages each for the price and technical volumes. Quotes remain valid for 120 days and are emailed to Contracting Officer Matthew Hagan and Contract Specialist Kayla Barnett.
