This pre-solicitation notice announces the Defense Logistics Agency Energy's intention to solicit offers to supply approximately 1.9 billion gallons of bulk petroleum products including turbine fuel aviation (JP8, JP5, JAA) and 146 million gallons of naval distillate (F76) for delivery to locations in the Inland, East, Gulf Coast and Offshore regions from April 1, 2019 through March 31, 2020. Offerors must meet quality and technical requirements for storage, sampling, testing and documentation and proposals will be evaluated using lowest price technically acceptable criteria. A pre-proposal conference is scheduled for July 17, 2018 and interested offerors must register by July 9, 2018 to participate in site visits.

The solicitation will utilize partial small business set asides totaling 43% of the estimated quantities. The NAICS code is 424710 and PSC code is 7510. Incumbent suppliers include Phillips 66, ExxonMobil, Valero and BP. Estimated quantities procured total over 1.9 billion gallons at a value of approximately $1 billion. Delivery will be via tanker, barge, truck, railcar and pipeline with minimum order guarantees of 75%.

This is the synopsis for the annual bulk fuel procurement for the Inland/East/Gulf Coast/Offshore (IEG) purchase programs. A Sources Sought Notice for this requirement was previously publicized under solicitation number SPE602-18-R-0061 on May 10, 2018. The Sources Sought Notice has closed and market research is complete. A new solicitation number has been assigned for this procurement, therefore, SPE602-18-R-0061 has been replaced with SPE602-18-R-0717. A copy of the solicitation SPE602-18-R-0717 will be forthcoming, via the Federal Business Opportunity (FBO) system (https://www.fbo.gov).


The fuel procured from this buy will cover various locations in the Inland/East/Gulf Coast/Offshore region of the United States. The ordering period is date of award through March 31, 2020. The delivery period is April 1, 2019 through March 31, 2020 with a 30-day carryover. The methods of delivery will be tanker, barge, truck, railcar, and/or pipeline. This procurement will utilize full and open competition in accordance with (IAW) FAR 6.1 and full and open competition after exclusions of sources IAW FAR 6.2.


The total estimated quantities are as follows:
