REVISIONS

(a) This contract provision applies to JET A / JET A-1, with or without additives, shipped into fungible pipeline systems or transported by tank truck/trailer and rail car.

(b) Quality Control Plan - The contractor shall, as a minimum, have a company plan in effect that supports all aviation fuel produced for this contract. The following minimum elements are required:

(1) Full specification testing shall be performed on each batch tank offered under this contract and those results shall be documented on a Certificate of Quality (CoQ);

(2) Procedures for injecting all additives at all locations within the contractor's facility.

This includes where and when each individual additive will be injected, no premixing is allowed, and how to assure that all additives are homogeneously blended into the aviation fuel;

(3) Procedures for inspecting rail cars for suitability to load the aviation fuel furnished under this contract;

(4) When shipping via pipeline, ensure that the aviation fuel being introduced complies with the pipeline company's specification for fungible product;

(5) Documentation

(i) When shipping via pipeline, a copy of the CoQ shall be provided to the

Quality Assurance Representative and pipeline company prior to shipment;

(ii) All additives injected by the contractor shall be listed either on the CoQ or on the shipping document. Either the concentration of the additive in the jet fuel or the quantity of additive injected is required on the documentation;

(iii) A copy of the CoQ and Bill of Lading shall be provided to the truck driver for all tank truck/trailer and railroad representative for all rail car shipments. This documentation will be provided to the Government Representative prior to discharge at the receiving location.

(c) The Contractor shall keep all quality and quantity records related to the performance of this contract complete and available to the Government during the performance of this contract and for three years after final payment under this contract.

(d) The contractor may provide transportation to/from/between contractor facilities and operations to the Quality Assurance Representative (QAR) or DLA Energy representative performing official duties relating to the administration of the contract and the contract price shall include the cost of any such transportation.
