About this opportunity

The National Institute of Standards and Technology (NIST) is seeking qualified small businesses to perform a comprehensive HVAC tower renovation at Building 101 in its Gaithersburg, MD facility. The project involves replacing six Air Conditioning Units (ACUs) along with associated exhaust systems and required abatement work. Technical proposals will be evaluated on six factors in descending order of importance: Bonding Capacity (Pass/Fail), Experience, Past Performance, Management Approach, Project Team, and Safety. A pre-proposal site visit was conducted on February 13, 2025, and potential offerors must submit electronic proposals by March 13, 2025, at 1:00 PM ET. Proposals must include detailed information on project approach, key personnel qualifications, and past performance documentation.

The solicitation is a total small business set-aside with an estimated project value between $5M-$10M. Contractors must be prepared to replace HVAC units one at a time, with work primarily occurring during weekends from Friday 5pm to Monday 6am, and a total project period of 365 calendar days after Notice to Proceed. The work requires strict adherence to NIST's campus guidelines, including specific security badging requirements, environmental management protocols, and historic preservation considerations. Only one Air Handling Unit can be offline at a time, with a maximum outage of 72 working hours per unit. Contractors must be licensed in Maryland and prepared to work with specific control system vendors like Siemens or Alberio, and handle potential asbestos abatement during the renovation process.

A pre-proposal site visit is scheduled for Thursday, February 13, 2025, at 10am EST.  All attendees must be registered at least 48 hours in advance of the site visit.  See attachment titled "Information regarding Site Visit and RFI's" for details.

In accordance with FAR 19.502-10, if this small business set-aside acquisition is not awarded, the unilateral determination to set the acquisition aside shall be automatically dissolved for the unawarded portion of the set-aside.
