About this opportunity
The HHS National Institutes of Health's Construction, A&E, Facilities and Leasing Office (CAFLO) is soliciting proposals for a multiple-award IDIQ Multiple-Award Construction Contract (MACC) for general construction services, with questions due November 23, 2026 and proposals due December 15, 2026. The Set Aside line reads "No Set-Aside Used," and awards will be made to multiple IDIQ contractors under FAR Subpart 16.5. CAFLO is procuring on behalf of the NIH Office of Research Facilities (ORF) for ongoing construction, alteration, repair, and maintenance requirements.
Work covers general construction, including maintenance, repair, painting, alterations, mechanical, electrical, plumbing, HVAC, civil work, earthwork, structural, roofing, and building renovations. Listed facilities are in Bethesda, Frederick, and Poolesville, Maryland; Research Triangle Park, North Carolina; and Hamilton, Montana, with the notice's place of performance listed as Bethesda, MD 20892. The NAICS code is 236220 with a $45 million size standard, and the PSC is Y1JZ.
The anticipated aggregate ceiling is $3 billion over an eight-year ordering period, running February 1, 2027 through January 31, 2035. Each awardee receives a guaranteed minimum of $1,000. Task orders are generally firm-fixed-price, with values from $1,000 to $1 billion. NIH may award task orders non-competitively for exigent circumstances, unique requirements, logical follow-ons, or to satisfy minimum guarantees; otherwise, task orders are competed among MACC awardees under FAR 16.507, and the contracts include an on/off ramp for adding and removing awardees.
Offerors must submit four to six past performance projects completed within the five years preceding solicitation release. Ongoing projects qualify if at least 90 percent complete. Each project requires a CPAR or, if none exists, a customer-completed Past Performance Questionnaire by the RFP closing date. Factor 1, subfactor 3 evaluates four construction experience sheets, and only projects within the solicitation's project description parameters count as relevant.
Construction work is subject to a Davis-Bacon wage determination for Montgomery County, Maryland (MD20260120). Contracts estimated above $1.5 million for construction require a subcontracting plan with HHS Fiscal Year 2027 goals: Small Business 25%, Small Disadvantaged Business 5%, Women-Owned Small Business 5%, Service-Disabled Veteran-Owned Small Business 3%, and HUBZone 3%. Attachment 9 describes a Building 4 air handling unit replacement at the Bethesda campus (project C112354) requiring completion within 330 calendar days after award, with a Contractor Security Plan due within 14 calendar days of Notice to Proceed and interior temperatures maintained between 65 and 80 degrees Fahrenheit during construction.
A pre-proposal conference and site visit will be held November 9, 2026, at NIH Bethesda. Questions must be submitted in Excel format by 2:00 PM ET on November 23, 2026. Contracting Officers Clarion Miller and Magan Miller are named on the past performance questionnaire.

MULTIPLE-AWARD CONSTRUCTION CONTRACT (MACC) FOR GENERAL CONSTRUCTION SERVICES
Solicitation No. 75N99027R00002
The Department of Health and Human Services (HHS), National Institutes of Health (NIH), Office of Acquisition and Logistics Management (OALM), Construction, A&E, Facilities and Leasing Office (CAFLO), anticipates issuing a Request for Proposals (RFP) for a Multiple-Award Construction Contract (MACC) to support the ongoing construction, alteration, repair, and maintenance requirements of the NIH Office of Research Facilities (ORF).
The resulting contracts will be multiple-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) construction contracts. Work will be authorized through individually issued task orders.
This acquisition is anticipated to be conducted using competitive negotiated procedures under FAR Part 15. The Government intends to award multiple IDIQ construction contracts under FAR Subpart 16.5. Individual task orders will generally be awarded on a firm-fixed-price basis. The anticipated aggregate ceiling is $3 billion over an eight-year ordering period. Individual construction requirements will be competed through task orders among eligible MACC awardees in accordance with the ordering procedures established in the resulting contracts. The solicitation and resulting contracts will include procedures for adding and removing awardees during that period (on/off ramp). The initial seed-project scope estimated construction magnitude, applicable evaluation factors, and proposal submission requirements will be provided in the solicitation.
SCOPE OF WORK
Work under the MACC will primarily consist of general construction and may include, but is not limited to, maintenance, repair, painting, alterations, architectural work, mechanical systems, electrical systems, plumbing, heating, ventilation and air-conditioning (HVAC), civil work, earthwork, fencing, structural work, steel fabrication and welding, roofing, building renovations, demolition, new building construction, sustainable construction, design-bid-build, and design-build projects.
Individual task orders may include one or more construction disciplines and will vary in size, scope, and complexity. All work will be performed in accordance with the requirements, specifications, drawings, and other documents applicable to each individual task order.
LOCATIONS OF WORK
The National Institutes of Health (NIH), Office of Research Facilities (ORF) is the steward of NIH facilities and is responsible for the planning, design, construction, acquisition, maintenance and operation of NIH owned facilities, which include campuses in:

ACQUISITION STRATEGY AND ANTICIPATED AWARDS
This acquisition will be conducted using full and open competition with reserves for eligible small business concerns.
NIH anticipates awarding up to twenty (20) IDIQ contracts, consisting of:
- Approximately four (4) unrestricted/full-and-open awards; and
- Approximately sixteen (16) awards under small business reserves.
The small business reserves are anticipated to include eligible concerns in the following categories:
- Historically Underutilized Business Zone (HUBZone) Small Business;
- Women-Owned Small Business (WOSB);
- Service-Disabled Veteran-Owned Small Business (SDVOSB); and
- Participants in the SBA 8(a) Business Development Program.
The solicitation will identify the anticipated distribution of the sixteen (16) reserve awards among the applicable small business and socioeconomic categories and will establish the eligibility requirements applicable to each reserve. NIH anticipates approximately four (4) awards in each socioeconomic reserve.
Offerors must meet all applicable SBA eligibility requirements for the category under which they submit an offer.
BONDING CAPACITY
Offerors competing for an unrestricted/full-and-open award shall provide evidence from their surety demonstrating, at a minimum, bonding capacity of:
- $100 million for a single project; and
- $300 million aggregate bonding capacity.
Offerors competing for an award under a small business reserve shall provide evidence from their surety demonstrating, at a minimum, bonding capacity of:
- $3 million for a single project; and
- $10 million aggregate bonding capacity.
The solicitation will establish the specific documentation required to demonstrate bonding capacity. Performance and payment bond requirements applicable to individual construction task orders will be established in accordance with the solicitation, resulting contracts, applicable law and regulation, and the requirements of each task order.
SMALL BUSINESS ELIGIBILITY AND JOINT VENTURES
Offerors seeking an award under a small business reserve must satisfy all applicable SBA eligibility requirements for the applicable reserve category and NAICS code.
The solicitation will identify any documentation required to establish an offeror's eligibility for the applicable small business or socioeconomic category.
Small business concerns intending to submit an offer as a joint venture must comply with all applicable SBA joint venture requirements, including applicable requirements governing SBA-approved Mentor-Protégé relationships.
Prospective offerors should consult current SBA regulations and guidance concerning joint ventures and the SBA Mentor-Protégé Program at www.sba.gov.
CONTRACT CEILING AND ORDERING PERIOD
The aggregate maximum value of all contracts and task orders awarded under the MACC will not exceed $3,000,000,000.00 over the entire ordering period.
The $3 billion ceiling applies collectively to all MACC contracts and is not a per-contractor ceiling.
The anticipated ordering period will consist of one eight-year ordering period.
There is no anticipated annual or individual-contractor ceiling other than limitations established by the terms of the resulting contracts and individual task orders. MACC holders will remain eligible to compete for task orders, subject to the terms and conditions of their contracts, until expiration of the ordering period or exhaustion of the aggregate MACC ceiling, whichever occurs first.
TASK ORDERS
All work under the MACC will be authorized through individual task orders.
Individual task orders will generally be awarded on a firm-fixed-price basis and will be separately priced. Each task order will establish the applicable scope of work, specifications and drawings, period of performance, applicable wage determination, bonding requirements, and other project-specific requirements.
Task orders may be competed among all eligible MACC holders or restricted to eligible small business MACC holders in accordance with the ordering procedures established in the solicitation and resulting contracts.
The anticipated maximum value of an individual task order is $800 million. Eligibility to compete for individual task orders may be subject to project-specific requirements, including required bonding capacity.
GUARANTEED MINIMUM
The Government's guaranteed minimum under each resulting IDIQ contract will be $1,000.
The guaranteed minimum will be satisfied through issuance of a task order. The $1,000 guaranteed minimum is a contractual minimum obligation and should not be interpreted as establishing the minimum dollar value of all future task orders.
SEED PROJECT
The Government anticipates using an initial seed project in connection with the MACC source selection.
The seed project, evaluation requirements, applicable specifications and drawings, and any other project-specific information will be identified in the solicitation.
Successful MACC awardees that do not receive a seed-project task order will receive a task order sufficient to satisfy the applicable guaranteed minimum.
SITE VISITS
The Government anticipates conducting two organized site-visit sessions for the seed project on November 9, 2026. The solicitation will provide the session times, location, registration procedures, and other attendance instructions.
To accommodate prospective offerors, the Government anticipates scheduling two site-visit sessions at the applicable location, one in the morning and one in the afternoon. Prospective offerors may attend only one scheduled session.
If the solicitation assigns offerors to a particular session based on company name or another administrative method, those assignments will be identified in the solicitation.
Offerors are urged and expected to inspect the location where the work associated with the seed project will be performed. No additional site visits are anticipated beyond those identified in the solicitation.
