About this opportunity

The Library of Congress's National Library Service (NLS) is seeking multiple contractors to provide Braille Transcription and Duplication services through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The contract aims to support NLS's mission of providing reading materials in braille and audio formats for U.S. residents and citizens abroad with visual and physical limitations. Contractors must be capable of transcribing English and optional Spanish books, creating tactile graphics, pressing/embossing, and binding, with requirements including UEB-certified transcribers having at least two years of experience. Proposals will be evaluated on a best value trade-off basis, with technical factors being significantly more important than past performance, and both being more important than price. The solicitation requires electronic submission of three proposal volumes by May 7, 2025, at 12:00 PM EDT, with a technical proposal limited to 40 pages, a past performance volume, and a price proposal.

The solicitation does not have a specific set-aside designation and anticipates awarding multiple contracts with a minimum contract value of $12,000 and a maximum of $37,100,000. The contract will run for five one-year ordering periods from August 17, 2025, to August 16, 2030, with estimated annual volumes of 440 standard/priority titles and 40 rush titles for English, and 60 standard/priority titles for Spanish. Contractors will be required to handle book complexities ranging from 1 to 5,000 braille pages and submit electronic files through the NLS Transfer Portal. The place of performance is Washington, DC 20540, and non-profit organizations serving blind and print-disabled persons may receive a 10% price preference. The NLS currently maintains over 170,000 audio and braille titles and adds approximately 5,000 new titles annually, indicating a substantial ongoing need for transcription and production services.
