About this file
This document is a federal specification (NLS Spec No. 1207:2025) detailing the technical requirements for Braille deliverable packages for the National Library Service for the Blind and Print Disabled (NLS). The specification mandates that contractors must deliver a single uncompressed ZIP file containing a BOPF file, one or more BRF files, and an MD5 checksum file, with specific naming conventions and file format requirements.
Contractors must use the NLS Transfer Portal (https://transfer.nlsbph.org/TransferPortal/upload.html) to submit the package, which requires obtaining an NLS Single Sign-On account. The access request application must include detailed personnel, contract, and company information such as names, contact details, contract number, final delivery date, physical address, and IP address range. The specification provides precise technical guidelines for file creation, including lowercase alphabetic characters, specific XML checksum file formatting, and compatibility with UNIX "unzip" version 5.3.2.

3. Deliverable Package Requirements
A single ZIP file shall be delivered to NLS.
The deliverable package ZIP file shall be an uncompressed storage container, ZIP compression is prohibited.
The deliverable package ZIP file shall be readable by the UNIX program “unzip” version 5.3.2
3.1. Contents of the Deliverable Package
The deliverable package file shall contain the following files:
a) A BOPF file.
b) One or more BRF files.
c) An MD5 checksum file.
No other files or directories are acceptable in the deliverable package.
3.2. File Name
All alphabetic characters shall be lowercase.
The production identifier assigned to the Braille material according to section 3.2 of NLS specification 806 (current version) shall be used for the filenames.
The deliverable package file shall be named “x.pkg.zip” where “x” is the production identifier.
3.3. Checksum file
An XML file shall be created containing a checksum for each file in the publication as specified in section 3.1 except for the MD5 file itself. All the files listed in the checksum file shall be present in the single zip container file used for transmission of the publication as described in NLS Specification 1207. The checksum shall be calculated using the MD5 algorithm as described in the reference cited in Section 2.1 and shall be in the form of 32 hexadecimal digits. The checksums shall be generated from the source files prior to their packaging and transmission. This checksum file does not form part of the publication and thus shall not be listed in the BOPF manifest. The checksums contained in the checksum file must be identical to the checksums calculated from the source files and to those calculated from the corresponding files extracted from the zip container file. The format of the XML file is described by the following DTD, which shall be placed at the beginning of each checksum file.
<?xml version="1.0" encoding="UTF-8"?> <!DOCTYPE diskcheck [ <!ELEMENT diskcheck (book, file+)> <!ATTLIST diskcheck version CDATA #FIXED "1.0" > <!ELEMENT book (#PCDATA)> <!ELEMENT file (filename, checksum)>
<!ATTLIST file type CDATA #IMPLIED content CDATA #IMPLIED > <!ELEMENT filename (#PCDATA)> <!ELEMENT checksum (#PCDATA)> <!ATTLIST checksum type CDATA #REQUIRED>
The contents of <book> element shall match the UID as found in the content of the BOPF dc:Identifier.
The <filename> element shall contain the name of the file for which the checksum is calculated. The “type” attribute on the <checksum> element shall contain the value “MD5.”
4. Delivery Requirements
4.1. Delivery System
The deliverable package file as required in section 3 shall be delivered to NLS using the Transfer Portal delivery system at the following URL:
